City and County Planning Offices NCPC’s staff provides advice on the planning projects of the local authorities to ensure that they are consistent with the federal interest in the National Capital Region. MarylandMaryland-National Capital Park and Planning Commission (MNCPPC) MNCPPC is a bi-county planning agency for Montgomery and Prince George’s Counties. It was established in 1927 by the State of Maryland to acquire, develop, maintain, and administer a regional system of parks within the two counties and to provide land use planning. Within MNCPPC are separate planning departments and planning boards for Montgomery and Prince George’s Counties.
