Releasing Officer Selection Lists Electronically

Purpose:

To outline the Commanding General, U.S. Army Human Resources Command (HRC) Guidance on the proper management measures and control of electronically released centralized Officer Selection Lists.

Facts:

• Currently HRC prepositions all Officer Selection Lists (i.e., promotion, command, and school) via the “Selection List“ option as part of the “Orders/Lists” Module of the Electronic Total Officer Personnel Management Information System (eTOPMIS).   As such, selected Pentagon officials and Commanders (ARCOM/DRCOM/Division/Installation Commanders of troops) are required to identify two personnel to serve as their command primary and alternate designee to receive the respective promotion information.
•  Access to the preposition list information requires at a minimum the first General Officer or Senior Executive in the respective authorized unit to request their organization’s primary and alternate designees and associated removal of any personnel who no longer require access to the respective information (Preposition Request Format). Each designee must also sign/acknowledge the attached Memorandum of Understanding (MOU) for Preposition List Access (Preposition List MOU) and review the following centralized selection list handling procedures instructions (Preposition Guidance).
• Authorized recipients will make use of the web-based application at the following HRC Website,   (https://www.isdrad16.army.mil/ETOPMIS/index.jsp, to download the respective board information in order to scrub for local selections and non-selections and print hard copies for local distribution. Moreover, the system requires CAC access that is approved by HRC through the PERNET System for eTOPMIS access.
• The downloaded Officer Selection List(s) is/are “Close Hold” and is/are for internal Command/Officer Record Workcenter use only IAW AR 600-8-29, Paragraph 5-1(b).  The aforementioned board information is not releasable to the individual(s) concerned or general public until the official release date.  However, officers not recommended for promotion may, at the commander’s discretion, be advised of their non-select status the day before the official release date of the promotion list as established in AR 600-8-29, Paragraph 5-1(d).  Designees found to be violating “Close-Hold” procedures will immediately lose preposition list access and potentially jeopardize their organization’s ability to receive the Officer Selection List(s) in the future.
• HRC will announce via a Military Personnel (MILPER) Message the scheduled date of prepositioning and subsequent official release date for each Officer Selection List.
