JOB SUMMARY:

The Bureau of Indian Education's mission is to provide quality education opportunities from early childhood through life in accordance with the tribes' needs for cultural and economic well-being and in keeping with the wide diversity of Indian tribes and Alaska Native villages as distinct cultural and governmental entities.

MISSION STATEMENT: Southwestern Indian Polytechnic Institute is a National Indian Community College that prepares Native American students to be productive life-long learners as tribal members in an ever changing global environment.  As a land grant institution, SIPI partners with tribes, employers, and other organizations with a stake in Indian education.  An enduring committment to student success is the hallmark of SIPI's operations. 

 

The purpose of this position is to provide technical and administrative support to the Library at the Southwestern Indian Polytechnic Institute, Albuquerque, New Mexico. The principal function of the SIPI Library is to provide the materials, information and research services required for instruction at the community college level.

 

INDIAN PREFERENCE: Preference in filling vacancies is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). Verification Form BIA-4432 must be submitted with the application if claiming Indian Preference. Indian preference eligibles that are not currently employed in the Federal service will be appointed under the Excepted Service Appointment Authority Schedule A, 213.3112(A)(7).

As a Library Technician, you will:

 

  • Circulate library materials. Serve at the circulation desk registering borrowers; explain circulation policies for various forms of print and non-printed materials and the interlibrary loan service.
  • Provide reference and reader services for students, faculty, staff and the general public using the collection, and services or direct/advise them of other sources if not readily available.
  • Search and access information and other non professional duties in providing the above direct public service. Provide user training with the computerized catalog, periodical and other databases (online networks and CD ROM).
  • Complete processing of materials of various formats for circulation. Receive subscriptions, reports any discrepancies to acquisitions technician, and maintain appropriate files. Prepare automated catalog. Update computerized databases received by CD ROM subscriptions. Perform simple cataloging projects using on-line sources, complete cataloging such as adding duplicate titles using local policies and guidelines. Search in-house databases for an existing record of items to be cataloged, retrieve the record, and modify to conform to local bibliographic practices.
  • Assist the Librarian in coordinating the work of student assistants, and train students to shelve materials, assist patrons, operate various library type equipment such as changing toner cartridges and ribbons, refilling paper, etc.
  • Serve as backup for preparing Time and Attendance reports for the Academic Program.
  • Develop and present public relations activities which includes, but not limited to: preparing posters/displays/bibliographies/book lists/brochures, conduct tours/orientation sessions and other activities at SIPI.

QUALIFICATIONS REQUIRED: Applicants must meet the qualification requirements contained in the OPM Standards. For this position, they are listed below.

 

SPECIALIZED EXPERIENCE: Experience that equipped the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled (refer to Statement of Duties). To be creditable, specialized experience must have been at least equivalent to the next lower grade level in the normal line of progression for the occupation in the organization.

 

For GS-05: 1 year of specialized experience equivalent to at least GS-04 grade level.

 

Status applicants MUST meet Time-In-Grade requirements and Time after competitive requirements by 11:59 PM EST Wednesday, September 19, 2012.


EDUCATION: Education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university. One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university, or at least 20 hours of classroom instruction per week for approximately 36 weeks in a business, secretarial, or technical school.

For GS-05: 4 years of education above high school.

PROFICIENCY REQUIREMENTS: In addition to meeting the experience or education requirements, applicants must show possession of typing skills, and office automation (personal computer keyboard). Failure to provide OA proficiency will result in loss of consideration. Applicants may meet the office automation requirement by passing the appropriate test, presenting a certificate of proficiency from a school or other organization authorized to issue such certificates by the Office of Personnel Management local office or by self-certifying their proficiency.

 

SUITABILITY & CLEARANCE REQUIREMENTS: A background security investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for termination.

 

DRIVING REQUIREMENT: The incumbent is required to drive a motor vehicle to conduct business at field locations. A valid State driver's license is required. All applicants MUST submit a current GSA Form 3607, Motor Vehicle Operator's License and Driving Record in order to receive consideration. Incumbent must possess a valid State Driver's License.

CTAP/ICTAP: Department of the Interior (DOI) Career Transition Assistance Plan (CTAP) procedures apply in filling this vacancy. 5 CFR 330, Career Transition Assistance for Surplus and Displaced Federal Employees requires the following order of selection for this position:
