National Service + Disaster Relief = FEMA Corps

September 13th, 2012 marked a historic chapter in the field of disaster services at the Corporation for National and Community Service as the nation's first 240 FEMA Corps members were sworn into service at an induction ceremony in Vicksburg, Mississippi.
A unique collaboration between two federal agencies, FEMA Corps is an innovative partnership between the Federal Emergency Management Agency (FEMA) and the Corporation for National and Community Service (CNCS) to enhance disaster response and recovery capacity while expanding career opportunities for young people.
Established as a new unit within the existing AmeriCorps National Civilian Community Corps (NCCC), FEMA Corps engages young adults ages 18 to 24 to provide10 months of full-time service on disaster response and recovery projects. Members will be deployed to assignments ranging from working directly with disaster survivors to supporting disaster recovery centers to sharing disaster response and mitigation information with the public.
At the induction ceremony, members of the inaugural FEMA Corps class took the AmeriCorps pledge to “get things done for America” and heard from agency leaders about the important work that lies ahead. FEMA Deputy Administrator Richard Serino and CNCS CEO Wendy Spencer were on hand to welcome the members and thank them for their commitment to service.
The induction ceremony marked the end of one month of AmeriCorps NCCC training and the start of FEMA position-specific training. After completing training this month, members will be deployed to their first assignments.
After completing 1,700 hour of service, FEMA Corps members will receive a $5,550 Segal AmeriCorps Education Award to pay for tuition or pay student loans. Members will gain significant training and experience in disaster services that can serve as a pathway to employment in the emergency management profession.

For Tina Kiehn, an AmeriCorps NCCC member in Aurora, IL, the morning of September 11, 2001, started out as a day like any other. She was at her service site, helping a class of first graders adjust to the new school year. With summer just behind them, Kiehn and her team expected a normal daily schedule: classes, recess, homework help.

Stephen Packard, 24, could have taken his degree in Economics from the University of Connecticut and found a comfortable desk job. Instead, he opted for a more adventurous path when he joined AmeriCorps NCCC. Never did he imagine he'd one day be working on the front lines of Colorado's biggest wildfire in history, sleeping just feet from the flames.

On a daily basis, the employees of the Federal Emergency Management Agency look into the eyes of disaster survivors and convey a calm strength and compassion to assist them on the road to recovery from disasters. Similarly conveying strength and resolve to make our nation stronger are the thousands of Americans who are part of AmeriCorps and the Corporation for National and Community Service.

A new chapter in the history of national service began today with the announcement of a partnership with FEMA to strengthen the nation's ability to respond to and recover from disasters and expand career opportunities for young people. The five-year agreement provides for an additional 1,600 AmeriCorps NCCC members annually to supplement our current NCCC force.

As a native of Long Island, the attacks of September 11th, 2001 hit close to home for Tracy Connelly. Loved ones working in the World Trade Center were missing. Family members responding to the attacks were injured. For 36 hours, she had no idea where her father was. Days after the events, Connelly learned of friends' deaths by passing their memorials in Penn Station.

In April, more than 40 tornadoes tore through Alabama. The deadly storms killed more than 200, destroying buildings and homes along its path. Tuscaloosa was the epicenter of a deadly EF-4 tornado which killed more than 40 people.

Yesterday, five AmeriCorps alums received the most prestigious honor given to youth leaders by the United States Congress – the Congressional Gold Medal Award. This year, 250 were chosen as honorees and five were AmeriCorps NCCC alumni but of the 1,000 Bronze, Silver, and Gold medalists that are chosen each year more than 1,000 are affiliated with AmeriCorps.

Pulling up to the home of Joplin resident Linda Smith, Kari Shields, an AmeriCorps NCCC member with the Southern region, was overcome with emotion. Shield’s team had already visited homes affected by the tornado that day, but they had only needed minor support such as tarps installed on roofs.

At 2:00 AM, on May 23rd, just eight hours after a deadly EF-5 tornado tore through Joplin, MO, the AmeriCorps St. Louis Emergency Response Team arrived in a community devastated by the latest in a string of natural disasters.
