Planning & Evaluation
The Planning and Evaluation Directorate develops, monitors, and implements a variety of management improvement
programs and initiatives including: the DoD Quality Management Program,
WHS Strategic Planning, the DA&M Lean Six Sigma Program, WHS Service Level Standards Coordination, Hotline Investigations,
GAO and DoDIG Audit Liaison,
the WHS Management Control Program, program analysis,
and process improvement.
Strategic Planning
- Supports the development of the Washington Headquarters Services Strategic Plan
- Tracks implementation of objectives from Strategic Plan

- Implements the WHS Management Control Plan across Washington Headquarters Services
- Performs management control reviews

DA&M Continuous Process Improvement (CPI)/Lean Six Sigma (LSS) Program Office
P&ED provides DA&M the capability to implement CPI/LSS per Deputy Secretary of Defense’s mandate to incorporate CPI/LSS within the Department as the primary approach to assessing and improving the efficiency and effectiveness of DoD processes in support of the Department’s national defense mission.
The DA&M CPI/LSS Program Office is staffed with Certified Black Belt and Master Black Belt resources that are available to Coach, Teach, and Mentor both Leadership and Belts. These LSS resources provide:
- Executive champion/project sponsor support to strategically apply LSS activity to improve critical performance gaps
- LSS Belt skill development and certification support, including training, mentoring, and project coaching
- LSS deployment and governance infrastructure to organically grow and sustain activity designed to improve the effectiveness and efficiency of the organization

Service Level Standards
- Leads component efforts to develop Service Level Standards (SLS)
defining the various services and associated performance measures that are
provided to the broad range of WHS-supported customers
- Solicits feedback from customers and facilitates SLS working groups
- Compiles the documents into an SLS catalogue for customer information

Hotline Investigations
- Supports the Department of Defense Office of the Inspector General by receiving and investigating all hotline referrals affecting Washington Headquarters Services and Raven Rock Mountain Complex
- Engages in confidential face-to-face interviews, telephonic inquiries, and email correspondence to investigate hotline referrals due to allegations of fraud, waste, abuse and/or mismanagement of government assets

Audit Liaison
- Is the focal point between WHS and the DoDIG and GAO auditors when answering requests for documents and setting audit interviews
- Organizes meetings between pertinent WHS and OSD personnel when responding to audit requests and formulating responses to draft reports
- Coordinates the official WHS response to GAO and the DoDIG audit requests, audit reports, and follow-up requests
