On October 12, 2011, the five-member Board of the National Transportation Safety Board (NTSB) met to discuss the NTSB's role in representing the United States as a participant in international aviation accident and incident investigations. The Board considered a staff proposal to host an international conference, at a future date, focused on challenges and best practices in international investigative work. During the Board meeting, officials discussed U.S. obligations under Annex 13 to the Convention on International Civil Aviation, NTSB participation in international aviation investigations past and present, and the types of challenges that can arise in international investigative work. Also highlighted were specific examples of international investigations in which NTSB participation led to improvements in aviation safety here in the U.S. and abroad as well as NTSB-led domestic investigations that benefited from the participation of other international accident investigation agencies.
