The SEC has experienced significant increases in FOIA requests over the past two years due to renewed public awareness and attention to the securities markets. The dramatic 40% increase in requests during FY 04 was due to commercial requestors responding to market demand for information. Particular commercial users file voluminous FOIA requests and post the information received on commercial websites, which are supported by user subscriptions. The significant increase in FOIA requests is wholly due to a small group of commercial users.
