What is the PMF Program?
The Presidential Management Fellows (PMF) Program
was established by Executive Order in 1977 to attract to the
Federal service outstanding men and women from a variety of
academic disciplines and career paths, who have a clear interest
in, and commitment to, excellence in the leadership and management
of public policies and programs. By drawing graduate students from
diverse social and cultural backgrounds, the PMF Program provides a
continuing source of trained men and women to meet the future
challenges of public service.

How does the PMF Program work for Federal
Agencies?
- Recruit the Best: We recruit
thousands of outstanding students through a network of
graduate schools. Many students have extensive prior experience in
public administration, technology, science, health, human
resources, business, and financial management that can be
invaluable to your agency.
- Pre-Qualify Finalists: OPM
assesses each candidate on the following competencies:
adaptability, integrity, interpersonal skills, motivation to serve,
oral/written communications, and problem solving. Finalists
are pre-qualified at the GS-9 level, although agencies may
initially appoint at the GS-9 through 12, or
equivalent.
- Hire All Year: We host an annual
Job Fair for finalists in the Washington, DC, metropolitan
area, in addition to an online searchable resume bank and job
posting system. All Executive, Legislative, and Judicial
Branches of the Federal Government may hire Fellows year
round.
- Develop New Leaders: Fellows
receive 80 hours of formal classroom training each year (for a
total of 160 hours) and participate in a 4 to 6 consecutive
month-long developmental assignment
during their two-year fellowships. Agencies can also sponsor
Fellows for rotational assignments.
- Meeting Your
Agency's Succession Planning Needs Brochure [1.5 MB]: This 6"x10" brochure is intended
for PMF Program supervisors, hiring officials, and other interested
representatives. It provides basic information on the PMF
Program.
How do I get started?
- First, talk to your Agency PMF
Coordinator to discuss how to get
started, or contact the PMF Program Office. Each agency
identifies one or more Agency PMF Coordinator(s) to support
supervisors and PMFs in their agency. These Coordinators can
provide user access to supervisors so they can access resumes and
post positions online.
- Attend the PMF Job
Fair. Agencies
can meet and interview hundreds of finalists available for
hire. Come prepared with position descriptions, interview
questions, information about your agency, and a system to organize
information on the candidates you will meet and
interview.
- Post Your Positions on
the Projected Positions System
(PPS). Be sure to include requirements for
the position so you can select candidates with the best skills
match. New users can gain access to the PPS through their
Agency PMF Coordinator.
- Current Finalists:
The current list of finalists can be sorted by name, agency
(showing those finalists appointed as PMFs), status (e.g., accepted
an offer/appointed or withdrawn from further consideration),
college/university, or sorted with resume. The "Sorted with Resume"
is only accessible by registered agency users. See below on how to
"Review Finalists' Resumes" upon logging in. Only the designated
Agency PMF Coordinator for an agency can grant access to other
agency personnel to search and review online resumes.
- Review Finalists'
Resumes. This searchable
online resume bank can be sorted by name, graduate/undergraduate
degree, veterans' preference (and where permitted by applicable law
Indian preference), citizenship, foreign languages, geographic
employment preference, and up to 30 skills/competencies. Hiring
officials can gain access to search, view, and print resumes
through their Agency PMF Coordinator. Finalists are available
all year, although the finalists' pool changes prior to the PMF Job
Fair to reflect the new PMF Class.
