Patrick H. Boulay is Chief of the USERRA Unit at the U.S. Office of Special Counsel. He has been at OSC since September 2000. Before joining the USERRA Unit, Mr. Boulay worked as an Attorney in OSC’s Investigation & Prosecution Division, handling Prohibited Personnel Practice and Hatch Act matters. He has twice testified before Congress about USERRA. Mr. Boulay received his B.A. from Brown University and his J.D. from Georgetown University Law Center, and is admitted to practice in Massachusetts and Rhode Island.
