Office of Acquisition Management

The Office of Acquisition Management (OAM) supports the Acquisition and Grants communities at the U.S. Department of Commerce.

Within the Department of Commerce and its operating units, the acquisitions community effectively evaluates acquisition risk and manages acquisitions. The Office of Acquisition Management establishes policies for the acquisition community, and provides access to tools and training.

Although the Department of Commerce does not offer department-wide financial assistance, Operating Units within the Department of Commerce are authorized to provide grants and financial assistance. The Office of Acquisition Management establishes uniform guidance and sets standards on grants administration for Commerce’s Operating Units.

FAIR Act Inventory

The “Federal Activities Inventory Reform Act of 1998” (FAIR Act) directs Federal agencies to submit to the Office of Management and Budget (OMB) an inventory of all their commercial activities that are performed by Federal employees. OMB reviews each agency’s Commercial Activities Inventory and consults with the agency regarding its content. Upon the completion of this review and consultation, the agency is required to transmit a copy of the inventory to Congress and make it available to the public on the Agency website. The information presented below is the Department of Commerce’s FAIR Act Report for Fiscal Year (FY) 2008. FAIR Act Inventories for FYs 2009 through 2011 will be posted to this website once the Department has received OMB approval. Therefore, the 2008 Inventory is the most recent that can be made available.

Service Contract Inventory

In accordance with Section 743 of Division C of the Consolidated Appropriations Act of 2010 (Public Law 111-117), civilian agencies subject to the Federal Activities Inventory Reform Act of 1998 (Public Law 105-270; 31 U.S.C. 501) are required to prepare an annual inventory of their service contracts. The information provided below represents the Department's annual service contract actions over $25,000 since FY 2010. The information is organized by function to show how contracted resources are distributed throughout the Department. The inventories have been developed in accordance with guidance issued on November 5, 2010 by the Office of Management and Budget’s Office of Federal Procurement Policy.
