  Responsibilities


The Chief of Staffing & Civilian Transition Programs Division assists the Director, DCPAS, and the Deputy Assistant Secretary of Defense (Civilian Personnel Policy) in implementing, maintaining, and ensuring the efficient and effective operation of the DoD Priority Placement Program (PPP), workforce restructuring and other DoD downsizing and transition assistance programs for civilian employees.  The programs and systems include, but are not limited to:
  • Defense Commissary Agency (DeCA) Family Member Placement Program
  • Department of the Air Force Civilian Spouse Placement Program
  • Department of the Army Family Member Placement Program
  • DoD Military Spouse Preference Program
  • DoD Retained Grade Placement Program  
  • Reemployment Priority List (RPL)
  • Reserve Component Military Technician Disability Placement Program
  • Reserve Component Military Technician Placement Programs 
  • Special Workforce Restructuring Buyouts
  • Voluntary Early Retirement Authority (VERA)  
  • Voluntary Separation Incentive Pay (VSIP) or Buyouts
  • VSIP Phase II
