The office of The U. S. Energy Information Administration (EIA), is seeking a motivated and highly qualified candidate for an exciting full-time permanent position located in the Office of Electricity, Coal, Nuclear and Renewables Analysis. in Washington D.C 

The Office of Energy Analysis analyzes energy supply, demand, and prices including the impact of financial markets on energy markets; prepares reports on current and future energy use; analyzes the impact of energy policies; and develops advanced techniques for conducting energy information analyses. This Office also oversees the planning and execution of EIA's analysis and forecasting programs to ensure that EIA models, analyses, and projections meet the highest standards of relevance, reliability, and timeliness.

The incumbent serves as a technical advisor on the application of analytical techniques and methods for modeling, forecasting, and compiling projections concerning coal and uranium production and pricing. Projects are often of a pioneering nature, and require creativity and experimentation, development of innovative techniques, advanced approaches, and consideration of the effects of new and emerging technologies, rapidly changing industry practices, mergers and restructurings, new regulations, and other changes affecting production, pricing, supply and distribution patterns. Manages high-level, high visibility analysis, modeling and forecasting projects from inception through closeout. Creates and maintains project charter documents that describe scope, milestones, budget and stakeholders. Tracks Team member performance and overall project performance. Executes project closeout activities, including verifying that project objectives and schedules are met, documenting best practices, and presenting deliverables to working groups or organizations within the EIA/DOE, other Federal government or state entities, private sector stakeholders, and the general public, e.g., the National Energy Technology Laboratory; U.S. Geologic Survey, American Coal Association, Nuclear Energy Institute, Nuclear Regulatory Commission, Natural Resource Defense Council; International Atomic Energy Association, Union of Concerned Scientists.

 

Designs and manages development and execution of new data analysis techniques, as well as modification of practices. Collaborates with data users to determine the need for new techniques and the modification of existing ones, i.e., in light of the impacts of new technologies, systems and policies and international market forces. Develops briefings to support new operating procedures and modification of existing ones and briefs senior management officials. Organizes staff and oversees contractor resources to test and implement new technology for release. Monitors acceptance of resulting product(s) and makes changes in response to feedback on customer satisfaction.

Provides technical and administrative supervision and leadership to the Team's employees. Develops budgets and creates resource plans to manage ongoing operations, develop and improve data publications and produce analytic studies. Uses coordinating, coaching, facilitating, consensus building, and planning techniques to ensure that analytic work is performed in accordance with sound methods and techniques. Ensures that EIA strategic plan, mission, vision and values communicated to employees; adjusts work as needed according to priorities; provides advice on work methods and practices. Provides and schedules training as needed, including training in team building to accomplish group tasks and projects.

You must meet all qualification and eligibility requirements by the closing date of the announcement. Online resumes of qualified candidates must describe at least one year of experience in exploring and analyzing trends and issues and provide forecasts of domestic and/or international energy economics and markets; and carry out the full scope of these activities with little or no technical oversight including presenting the work to other professionals. Your online resume must demonstrate that you possess the following knowledge, skills, and abilities (KSAs/Competencies) (NOTE: Applicants need not prepare a written responses to these KSAs/competencies, unless asked in the online application):
1. Expert knowledge of economic analyses techniques and methods for modeling, forecasting, and compiling projections concerning coal and uranium production and pricing.
2. Ability to develop and utilize appropriate data collection and modeling techniques to carry out complex analysis projects.
3. Ability to brief study sponsors, high-level officials, and other audiences on findings and conclusions of studies.
4. Ability to originate new ideas, projects, studies, and methodologies for use in own work and for other analysts to follow.

5. Comprehensive knowledge of transportation and energy consumption and the pros and cons of  different approaches to modeling behavior in those markets.
6. Experience demonstrating skill in supervising other employees.


Degree: economics, that included at least 21
semester hours in economics and 3 semester hours
in statistics, accounting, or calculus.

Combination of education and experience--courses
equivalent to a major in economics, as shown in
A above, plus appropriate experience or
additional education.

Basic Requirements: Degree: in operations
research; or at least 24 semester hours in a
combination of operations research, mathematics,
probability, statistics, mathematical logic,
science, or subject-matter courses requiring
substantial competence in college-level
mathematics or statistics. At least 3 of the 24
semester hours must have been in calculus.

Courses acceptable for qualifying for operations
research positions may have been taken in
departments other than Operations Research,
e.g., Engineering (usually Industrial
Engineering), Science, Economics, Mathematics,
Statistics, or Management Science.
