The U.S. Energy Information Administration (EIA), the Nation's premier source of energy information, is currently seeking a self-motivated and highly-qualified candidate to be the Director for its Office of Energy Markets and Financial Analysis (EMFA).  For more information about the mission, history, products and services of EIA, please visit our website http://www.eia.gov.  For information on EIA’s EMFA, please search our website for energy markets and financial analysis.

The Director will interact with EIA’s Senior Management, other Departmental officers and Congressional contacts who require assessments of the financial aspects of energy markets and related pricing issues, which include the interrelationship between macro-economic activity, government policies, energy prices, technological change and consumer behavior.  The program covers a wide-range of analyses that develop insights into the process of energy price formation and support decision-making on public policy initiatives, including Congressional and Executive Branch initiatives.  Experience managing macro-economic models in the development of energy projections and disseminating analytical results to a varied government and private sector customer base is preferred.  Prime candidates for this exciting full-time permanent position should demonstrate established networking contacts with senior officials among private sector policy-makers, financial markets, academics, international governments/organizations and foreign governments.  Also, the most qualified candidates will have extensive experience in program management, in providing strategic direction and in leading a highly-educated and interdisciplinary technical staff.

You must meet the technical and managerial qualification factors indentified below. Failure by non-Senior Executive Service members to address each of the required ECQ's and MTQ's statements will result in disqualification of your application. Mandatory Technical Qualifications (MTQ): Applicants must respond to the following MTQ's which represent the experience needed to perform the duties and responsibilities of the position. You will be given the opportunity to address these MTQs later in the online application process.

 

1. Ability to provide management, policy guidance and leadership to EIA analytical programs that assess the financial aspects of energy markets and related pricing issues, including commodity market behavior, with a strong focus on the relationships between asset markets and energy market fundamentals in forming prices.

 

2. Ability to provide overall management to the analysis of the interrelationship between macroeconomic activity, government policies, energy prices, technological change, and consumer behavior using both domestic and international economic theoretical approaches.

 

3. Skill in public sector management to oversee analysis, model development, and information technology projects to provide new capabilities and enhance ongoing operations while developing and administering strict performance standards and evaluation criteria. 

 

4. Skill in dealing with senior public and private sector executives and explaining the interrelationships between macroeconomic, financial and energy markets and commodity price behavior.

 

Executive Core Qualifications (ECQ's): Additional information regarding the following five ECQ's listed below is available on the Office of Personnel Management (OPM's) Web site at SENIOR EXECUTIVE SERVICE You will be given the opportunity to address these ECQs later in the online application process.

The Office of Personnel Management (OPM) is required by law to review the executive core qualifications of each new career appointee to the Senior Executive Service (SES) prior to appointment.

CONDITIONS OF EMPLOYMENT FOR THIS VACANCY: This is a career position in the SES. Unless the selectee is a member of the SES with career status or has successfully completed an SES Candidate Development Program, certified by the Office of Personnel Management, his/her managerial qualifications must be approved by OPM before appointment can be effected. If you are selected for this position, you will be subject to the U.S. Department of Energy mandatory requirements and will be required to file a public financial disclosure report within 30 days of entry on duty. As a condition of appointment to this position, you will be subject to pre-employment/pre-appointment testing for illegal drug use under the U.S. Department of Energy Employee Drug Plan. If you are selected you will be provided information regarding drug testing. Failure to undergo testing or positive findings resulting from the test will eliminate you from further consideration for this position. If selected for and appointed to this position you will be subject to random drug testing while employed. New appointees must successfully complete a 1 year probationary period.
