Which Voter Registration/Absentee Ballot Request Form is Best for Me?
The Federal Voting Assistance Program (FVAP) is currently in the process of revising the Federal Post Card Application (FPCA).
The FPCA is the form that serves as a voter registration and absentee ballot request form for overseas and uniformed service voters. Presently, there are two valid versions of the FPCA form in circulation.
The main difference in the forms is found in the first section, referred to as the “Classification” section. The 2005 FPCA form allows overseas citizens to indicate they are either overseas “temporarily” or “indefinitely,” while the 2011 form allows overseas citizens to indicate whether the voter “intends” or “does not intend” to return. Either form is acceptable, but the choice of which form to use should be made thoughtfully by each voter. Voters may choose to use either form. Both forms are valid.
