State Justice Statistics Program for Statistical Analysis Centers: Program Application Guidelines, Fiscal Year 1999

  This announcement contains application information and guidelines for the State Justice Statistics Program for Statistical Analysis Centers (SACs). Under this program, SACs are eligible for funding to carry out data collection and analysis of criminal justice themes/issues of significant interest to criminal justice policy and decisionmakers. These themes are identified each year by the Bureau of Justice Statistics and the Justice Research and Statistics Association.
  
  Deadline: For funding in FY 1999, applications should be received by BJS no later than June 30, 1999.
  
  Eligibility: State Statistical Analysis Centers are the only entities eligible to apply for funds under the SJS program. General applicants must meet the requirements for a SAC as specified in these Guidelines. The Catalog of Federal Domestic Assistance (CFDA) number for the SAC program is 16.550 (Criminal Justice Statistics Development).

National Criminal History Improvement Program: Fiscal Year 1999 Program Announcement

  Describes the procedures for applying for continuation funding under the Bureau of Justice Statistics' National Criminal History Improvement Program (NCHIP). The NCHIP program assists States in to improve the accuracy, completeness, and interstate availability of criminal history records, to identify and flag records of persons convicted of domestic violence offenses, including stalking, and related protective orders, and, to develop interfaces between State record systems and the interstate systems operated by the FBI, including the National Instant Criminal Background Check system (NICS), the Interstate Identification System (III), the Integrated Automated Fingerprint Identification System (IAFIS), and the FBI's Sex Offender Registry and National Protection Order file. Starting in FY 1999, activities formerly funded under the BJS National Sex Offender Registry Assistance Program (NSOR-AP) will also be funded from the NCHIP appropriation. The goal of the NSOR-AP program is to assist States to establish and upgrade the operation of State sex offender registries and to interface these registries with the FBI's National Sex Offender Registry. This will ensure that accurate and complete information about released sex offenders is appropriately made available to protect the public and prevent further victimization. The FY 1999 appropriation for the overall NCHIP program is $45 million.
  
  Deadline: Applications must be received by March 15, 1999, to be eligible for funding from the FY 1999 appropriation.
  
  Eligibility: Applications may only be submitted by the agency designated by the Governor to administer the project(s).
