LONGTIME UDALL FOUNDATION CHAIR TO STEP DOWN

Tucson—Terrence L. Bracy, who has chaired the Udall Foundation board of trustees for 17 years, will step down from that role at the end of October 2011. Bracy has led the board of the independent federal agency from its inception in late 1994 to the important government role it plays today.

The Missouri River Recovery Implementation Committee (MRRIC) provides consensus-based recommendations and guidance to the U.S. Army Corps of Engineers and U.S. Fish & Wildlife Service, the two agencies tasked with implementing the existing Missouri River recovery and mitigation plan and a congressionally authorized study of the ecosystem restoration, mitigation, and recovery of endangered species. The MRRIC is authorized by Congress and serves as a basin-wide collaborative forum to develop a shared vision and comprehensive plan for Missouri River recovery. It consists of Missouri River basin tribes, states and federal agencies, stakeholders and local government. The U.S. Institute provides impartial facilitation and consensus-building support to the 70-member committee. Indian Country Today recently published an article about tribal involvement in the MRRIC process.

The U.S. Institute is charged by Congress to assist all parties in resolving environmental, natural resources, and public lands conflicts involving the federal government. The U.S. Institute is seeking an experienced individual for a position of Program Associate or Senior Program Associate on the program staff. The successful applicant will join the staff in managing environmental conflict resolution (ECR) projects where contracted neutrals are the primary service providers.

New Exhibit and Lecture Series at the University of Arizona Honors Stewart L. Udall’s Legacy

A new exhibit and lecture series at the University of Arizona’s Special Collections commemorates Stewart L. Udall’s legacy. Also on display are photographs from the Stewart L. Udall Parks in Focus Program, which takes young people into national and state parks to inspire appreciation for the beauty of national parks through photography. For his commitment to conservation and national parks, the Parks in Focus Program was renamed for Stewart Udall in 2009.

Training for Environmental Leaders at Cavallo Point

Udall legacy to Indian country – Indian Country Today

On June 20, more than 500 people gathered for a touching tribute to Stewart L. Udall, who passed away March 20, 2010. At the “Celebration of Life” memorial service held on the Santa Fe Indian School campus in New Mexico, Stewart’s children spent the first Father’s Day since his passing remembering their dad.

In the nearly 40 years since the passage of the Wild Free-Roaming Horses and Burros Act, the Department of the Interior’s Bureau of Land Management has had primary responsibility for managing these iconic symbols of the American West. However, the program has proven controversial, with many interest groups, from horse enthusiasts, animal welfare and wildlife advocates, ranchers, and local governments expressing strong opinions about how best to protect the wild horses and burros, the public land, and its natural resources.

MILTON BLUEHOUSE, JR., TO JOIN UDALL FOUNDATION'S

Milton Bluehouse, Jr., an intergovernmental relations specialist on tribal environmental issues and member of the Navajo Nation, is joining the Udall Foundation's U.S. Institute for Environmental Conflict Resolution beginning on February 16, 2010. Bluehouse’s primary duties will relate to the work of the U.S. Institute for Environmental Conflict Resolution's Native Dispute Resolution Network, intercultural and intergovernmental training, and consensus building services on matters involving Native nations and federal agencies.

The U.S. Institute for Environmental Conflict Resolution, a program of the Udall Foundation, will host its sixth national ECR Conference in Tucson, Arizona, on May 25-27, 2010. The conference will be held at Loews Ventana Canyon Resort, nestled in the foothills of the Catalina Mountains. Training events, panel workshops and associated meetings will take place throughout the week of May 24-28, 2010, leading into Memorial Day weekend. CONGRESS ENACTS LEGISLATION TO ENHANCE THE UDALL FOUNDATION AND HONOR STEWART L. UDALL

Today, Congress enacted legislation to enhance the Udall Foundation, located in Tucson, Arizona, and simultaneously honor one of the great public servants and foremost environmental visionaries of the era, Stewart L. Udall.

The bill renames the federal agency the Morris K. Udall and Stewart L. Udall Foundation, in recognition of the historic Interior Secretary's contributions.

The U.S. Institute for Environmental Conflict Resolution of the Udall Foundation invites you to share your knowledge at the sixth national conference, ECR2010, May 25-27, 2010, at the Loews Ventana Canyon Resort, in Tucson, Arizona. The U.S. Institute is now accepting proposals from session organizers for concurrent breakout presentations, panel sessions, facilitated roundtable discussions and training workshops. The deadline to submit proposals is Friday, October 23, 2009.

National Assessment of Travel Management Planning by the USDA Forest Service: Challenges, Recommendations, and Best Practices for Public Involvement

At the request of the USDA Forest Service, the US Institute recently contracted with the Institute for Environmental Negotiation (University of Virginia) to undertake an independent assessment of the Forest Service’s travel management planning process. The assessment analyzes the agency’s experience to date, and offers specific recommendations to Forest Service personnel as they work to complete travel management planning efforts throughout the national forest system. The report also provides valuable insights and guidance to those citizens who are engaged as members of the public in these planning processes. Drawing on lessons from individual projects, the report identifies key issues and challenges that are common to travel management planning efforts, with each issue and challenge serving as the basis for specific recommendations. The assessment is based principally on discussions with leaders representing key stakeholder groups, including motorized recreation, non-motorized recreation, conservation, Forest Service staff, and local government.

ECR 2.0 Workshop

On May 6 - 8, the US Institute for Environmental Conflict Resolution hosted a national strategic planning session - Technology in Environmental Conflict Resolution (ECR) - in Tucson, AZ. The event brought together thought leaders, technology specialists, and ECR practitioners with experience and mutual appreciation for the value technology can bring to ECR processes - and for what ECR can bring to the development of future technologies. Great progress was made toward the goal to develop a shared vision for integrating new technologies into ECR best practices to support transparency, collaboration, effective partnerships, and improved decision making in ECR. The Session included an introductory Technology Fair presenting innovative applications of technology to ECR programs, with interactive exhibits, demonstrations, and mini-trainings, followed by one and a half days of working sessions to develop the national strategic plan. AGREEMENT REACHED ON GRAZING RECOMMENDATIONS ON THE FISHLAKE NATIONAL FOREST: PARTIES REACH AGREEMENT ON MANAGEMENT RECOMMENDATIONS FOR THE TUSHAR GRAZING COLLABORATION

For the past two years, the Grand Canyon Trust and Utah Farm Bureau have co-sponsored an effort to resolve outstanding disputes related to two of eight cattle grazing allotments on the Tushar Mountain Range in the Beaver Ranger District, Fishlake National Forest, Utah. In March 2009, the USDA Forest Service, permittees, representatives of environmental groups, and other interested parties reached agreement on revisions to the Ten Mile and Pine Creek/Sulphurbeds Allotments.

On April 1 and 2, 2009, the fifth mediated session of the settlement negotiation team for the surrender of the Federal Energy Regulatory Commission (FERC) license for the Sullivan Creek Hydroelectric Project met in Spokane, Washington. The negotiation team, which is made up of a mix of state and federal agencies, non-governmental organizations, the Pend Oreille Public Utility District, local officials, and representatives of the local community, is working with the help of the U.S. Institute for Environmental Conflict Resolution to find options for resolving the issues for surrender of the Project license.

Mark Schaefer, who has held high-level science and environmental policy positions in the federal and nonprofit sectors, has been named to head the Tucson-based U.S. Institute for Environmental Conflict Resolution (U.S. Institute). Schaefer's title will be deputy executive director for environmental conflict resolution of the Morris K. Udall Foundation, which is the parent agency for the U.S. Institute.
