Mr. Gary J. Motsek serves as the principal advisor to senior leaders within the Office of the Secretary of Defense (OSD) on matters pertaining to Operational Contract Support (OCS), contingency program management, policy, support to Geographic Combatant Commands (excluding TRANSCOM), and efforts to promote military effectiveness, interagency cooperation, efficiency, economy, and standardization. He is responsible for developing and maintaining a comprehensive policy framework and program support governing logistical and support operations, contractor planning, m anagement and execution during combat, humanitarian, and disaster relief operations. He is also responsible for developing and publishing federal regulations regarding the use of Private Security Contractors (PSCs) in overseas operations. Program Support
MISSION
DASD(PS) develops and implements Departmental policies on Operational Contract Support, Contingency Program Management, and related Operational Logistics that assure the optimum mix of military and non-military means within a whole-of-government framework and an element of national power to suport CCDR mission success throughout the operational continuum; and, as required, provides assistance in implementing these policies.
VISION
Operational Contract Support, Contingency Program Management and related Operational Logistics policies, instructions and regulations that are institutionalized at all levels in the DoD, and used by commanders, planners and other officials in ensuring efficient and effective use of all resources from requirements definition through all phases of an operation.
