BISMARCK, N.D. - Turning to Mother Nature is providing an ingenious solution for a North Dakota rural electric cooperative (REC) and some customers who lost power to livestock well pumps after an ice storm last spring. The fierce April 1-2, 2010 “Good Friday” winter storm caused more than $30 million in damages to RECs statewide. Shortly thereafter, President Obama issued a federal disaster declaration to provide assistance to restore power and assist the RECs with infrastructure repairs.
Following is a summary of key federal disaster aid programs that can be made available as needed and warranted under President Obama’s major disaster declaration issued for the State of North Dakota. Assistance for the State and Affected Local Governments Can Include as Required:
WASHINGTON – The head of the U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) Craig Fugate today announced that federal disaster aid has been made available for the state of North Dakota and ordered federal aid to supplement state and local recovery efforts in the area struck by a severe winter storm during the period of April 1-3, 2010.

Public Assistance DefinitionsPublic Assistance (PA): Disaster grant assistance available for communities to quickly respond to and recover from major disasters or emergencies declared by the President
Emergency Work (Categories A-B): Work that must be performed to reduce or eliminate an immediate threat to life, protect public health and safety, and to protect improved property that is significantly threatened due to disasters or emergencies declared by the President
Permanent Work (Categories C-G): Work that is required to restore a damaged facility, through repair or restoration, to its pre-disaster design, function, and capacity in accordance with applicable codes and standards

*Dollars Obligated: Funds made available to the State via electronic transfer following FEMA's final review and approval of Public Assistance projects.
