Women in Peace-Building

The United States National Action Plan on Women, Peace, and Security

"This National Action Plan expresses the United States’ unqualified commitment to integrating women’s views and perspectives fully into our diplomatic, security, and development efforts—not simply as beneficiaries, but as agents of peace, reconciliation, development, growth, and stability." - The U.S. National Action Plan on Women, Peace, and Security

“The plan is more than just a set of actions; it represents our fundamental commitment to the pursuit of gender equality and the empowerment of women as agents of change." -~ Implementation of the Women, Peace and Security Action Plan (PDF 6.4 MB)

"The goal is as simple as it is profound: to empower half the world’s population as equal partners in preventing conflict and building peace in countries threatened and affected by war, violence and insecurity. Achieving this goal is critical to our national and global security."

The U.S. National Action Plan on Women, Peace, and Security FACT SHEET (PDF, 208kb)

Since taking office, President Obama and this Administration have been guided by the knowledge that countries are more peaceful and prosperous when women are accorded full and equal rights and opportunity.

Building on this recognition and the ongoing work of America’s diplomats, development experts, and military, President Obama released the first-ever U.S. National Action Plan on Women, Peace, and Security (PDF, 7.1MB) , and signed an Executive Order directing the Plan be implemented.

Together, the Executive Order and National Action Plan chart a roadmap for how the United States will accelerate and institutionalize efforts across the government to advance women’s participation in preventing conflict and keeping peace.  The documents represent a fundamental change in how the U.S. will approach its diplomatic, military, and development-based support to women in areas of conflict, by ensuring that their perspectives and considerations of gender are woven into the fabric of how the United States approaches peace processes, conflict prevention, the protection of civilians, and humanitarian assistance.

USAID is supporting key objectives in the National Action Plan with new programs to promote women's participation in peace and political processes and to keep them safe in situations of crisis and conflict; USAID is committed to full implementation of the National Action Plan and will join other agencies in developing a detailed implementation plan to realize our development commitments under the NAP, including meaningful strategies for measuring progress and learning from our efforts.

"Whether it's ending conflict, managing a transition, or rebuilding a country, the world cannot
afford to continue ignoring half the population. Not only can we do better; we have to do better,
and now we have a path forward as to how we will do better."

~ Secretary Clinton's Remarks on Women, Peace, and Security, December 19, 2011

In conjunction with the issuance of an Executive Order and release the United States National Action Plan on Women, Peace, and Security, Secretary Clinton gave a speech on women, peace, and security at Georgetown University.  The speech is available for viewing via webcast at http://www.georgetown.edu/webcast/hillary-clinton-2011-12-19.html.
