- The Arsenal announced today that it received a $4.2 million contract from the U.S. Army to manufacture a new lightweight 60mm mortar baseplate with production to begin in 2013. Dennis L. Via to the Arsenal today. Via assumed duties as the 18th Commander of the Army Materiel Command on Aug. 7, 2012, and this will be his first visit to Watervliet.
