The 70th Intelligence, Surveillance and Reconnaissance Wing, with headquarters at Fort George G. Meade, MD, falls under the Air Force Intelligence, Surveillance and Reconnaissance Agency, Lackland AFB, Texas. The Wing was activated August 16, 2000 and is the primary provider of signals intelligence to national leaders, combatant commanders and combat forces.
Mission
As the Air Force's "Cryptologic Wing", the 70th ISRW serves as a key enabler of cryptologic operations in support of policy makers and warfighters across the globe. The Wing conducts worldwide, real-time SIGINT and information assurance missions for ongoing air, space and cyberspace operations. It is responsible for training and developing a highly skilled and diverse cryptologic workforce that can meet the needs of today's warfighters in an ever-demanding global technological environment. The Wing serves as the lead for Air Force National-Tactical Integration, providing time-sensitive, high impact, national-level intelligence to the battle space. The 70th also leverages the National Security Agency's global network-centric enterprise in order to conduct interagency, Joint and Air Force operations. Finally, the Wing provides applications, services and resources in areas such as information warfare/command and control warfare, security acquisition, foreign weapons systems and technology and treaty monitoring. The 70th ISR Wing is "Always in the Fight!"
Organization
The 70th ISR Wing is led by Col. Mary F. O'Brien and has a rich history dating back to when it was first established as the 70th Observation Group. Since then, it has had many mission and name changes to include being named the 70th Reconnaissance Group, 70th Tactical Reconnaissance Group, 70th Strategic Reconnaissance Wing, 70th Bombardment Wing, to name a few. The Wing has six groups at 15 worldwide operating locations and includes approximately 4,700 Airmen, one of the largest wings in the Air Force. The following groups are subordinate to the 70th ISR Wing: 373rd ISR Group, 543rd ISR Group, 544th ISR Group, 691st ISR Group, 659th ISR Group, and 707th ISR Group.
The 373rd ISR Group, with headquarters at Misawa Air Base, Japan, is a host service organization and support provider for the Misawa Security Operations Center and the Alaska Mission Operations Center. The MSOC and AMOC provide time-critical combat intelligence to U.S. theater battle commanders, unified and specified commands, as well as national and Department of Defense leadership. Additionally, the 373rd Support Squadron provides communications, maintenance and administrative personnel to the MSOC, operating and sustaining sensitive communications and computer systems in support of national intelligence missions. The squadrons subordinate to the group are: 373rd Support Squadron, 301st Intelligence Squadron, both located at Misawa Air Base, Japan, and the 381st Intelligence Squadron at Elmendorf AFB, Alaska.
The 543rd ISR Group, with headquarters at Lackland AFB, Texas, is a force provider for national cryptologic operations and serves as AF ISR Agency's primary service cryptologic component to the Department of Homeland Security. The Group provides air, space and cyberspace SIGINT analysts for NSA/CSS Texas as well as Air Force National-Tactical Integration for AFSOUTH and AFNORTH Air Operations Centers. The Group also supports cryptologic mission sets within NORAD-USNORTHCOM as well as USSOUTHCOM. The squadrons subordinate to the group are: 93rd Intelligence Squadron, 543rd Support Squadron and several classified operating locations.
The 544th ISR Group, with headquarters at Peterson AFB, Colo. directs, manages and supports units worldwide that collect, refine and deliver precision intelligence. The 544th operates C4I systems to provide space surveillance, threat warning and technical intelligence analysis as well as leveraging NSA and space-centric enterprises in support of theater operations. The Group also executes 24/7 space-based intelligence missions producing data used by COCOMs, the JCS, the Secretary of Defense and the President. The 544th also provides cryptologic support to USSTRATCOM, Air Force Space Command and coalition partners around the globe. Squadrons subordinate to the 544th include: 566th Intelligence Squadron, 18th Intelligence Squadron and detachments both CONUS and OCONUS.
The 691st ISR Group, with headquarters at Menwith Hill Station, United Kingdom, provides cryptologic liaison support to the U.K. Ministry of Defense's largest operations field site. The Group trains U.S. and U.K. personnel to the highest standards of quality and reliability in cryptologic operations and security. Additionally, the 691st initiates and maintains liaison activities for allied info operations supporting strategic and tactical operations, as well as promoting community relations and public affairs initiatives within a multinational and multi service environment. The 451st Intelligence Squadron is subordinate to the 691st and includes a detachment.
The 659th ISR Group, with headquarters at Fort George G. Meade, Md., was activated Sept. 8, 2010. The 659th ISR Group is the newest group to the Wing. The unit provides direct ISR support to 24th Air Force in support of U.S. Cyber Command with focus on Digital Network Analysis and Computer Network Exploitation that directly enables Computer Network Defense and Computer Network Attack, leveraging the National Security Agency enterprise for 24th AF tactical operations. More than 400 military and civilian personnel work for the 659th ISR Group. They are skilled in the areas of operations, engineering, operations research, intelligence, radar technology, communications, and computer applications. These members provide computer network operations capabilities to warfighters in U.S. Air Force major commands. Units under the group include: 7th Intelligence Squadron and 35th Intelligence Squadron.
The 707th ISR Group, with headquarters at Fort George G. Meade, Md., is the largest group in the 70th ISR Wing with more than 1,900 Airmen executing both Air Force and NSA missions. Intelligence provided by 707th ISR Group Airmen serves customers such as the President, Secretary of Defense, Combatant Commanders and warfighters on the ground engaged in operations in Afghanistan and other areas in the world. The Group is a key enabler of, and contributor to, AF National-Tactical Integration and Expeditionary SIGINT, as well as the AF Distributed Common Ground System, all of which are focused on providing the ultimate in combat intelligence to deployed warfighters. Their mission also includes computer network operations as well as manufacturing and installing communications intelligence equipment for SIGINT missions worldwide. Additionally, the Group serves as the lead for the Global Air Analysis SIGINT mission which analyzes and reports high-interest aerial activity. Finally, the 707th ISR Group operates the Consolidated Remote Operations Facility, Airborne, providing near real-time intelligence support to ongoing sensitive reconnaissance missions. Units under the group include: 22nd Intelligence Squadron, 29th Intelligence Squadron, 32nd Intelligence Squadron, 34th Intelligence Squadron, 707th Communications Squadron, 707th Force Support Squadron and 94th Intelligence Squadron.
