Welcome to the webpage for Region 3, based in Buffalo. We conduct elections, investigate and litigate charges of unfair labor practices, and process representation cases, serving all New York state counties except the New York City metropolitan area counties serviced by the Manhattan (region 2) and Brooklyn (region 29) offices. You may also obtain service at the Resident Office located in Albany, New York. We are happy to answer questions about the rights and obligations afforded under our law. Please feel free to stop by or call, using contact information in the bar to the right, and ask for the information officer on duty.  We also provide speakers and materials to local community groups and schools on request.

Resident Officer Barney Horowitz explained the Board's representation process and then got to watch and critique a mock campaign where student teams presented arguments for and against selecting a union. There were about 31 students in attendance.

Hudson Valley Community College

Field Attorney Ron Scott spoke to a class of 15 students at Hudson Valley Community College of Verizon employees who per contract receive one day off a week to matriculate towards an associates degree. This was a labor relations class and was the fourth year he had been asked to return to provide a two hour overview of the statute.

Russell Sage College - Labor Relations Class Lecture

Resident Officer Barney Horowitz returned to Russell Sage College to give a biennial presentation (2008, 2010, 2012) to an MBA Labor Relations class of 8 and its professor. Some of the topics that were covered were how social media is impacting the labor relations environment and the NLRB's role in administering and enforcing the NLRA.
