GLOBE is an interagency program with a management infrastructure funded by the National Aeronautics and Space Administration (NASA), the National Oceanic and Atmospheric Administration (NOAA), and the National Science Foundation (NSF), supported by the U.S. Department of State, and implemented through a cooperative agreement between NASA and the University Corporation for Atmospheric Research (UCAR) in Boulder, Colorado. The International Division of the GLOBE Program, including the International Help Desk serving the worldwide GLOBE community and the North America Regional Office, serving Canada and over 120 U.S Partners, is located at UCAR's Satellite Office at the University of Texas at Tyler.  See a list of All GLOBE Program Office staff.

GLOBE is a cooperative effort of schools in partnership with colleges and universities, state and local school systems, as well as government and private organizations, working together to better understand, sustain, and improve Earth's environment at local, regional and international scales. Internationally, GLOBE is a partnership between the United States and over 100 countries who manage and support their unique national and regional program infrastructure and activities.

The GLOBE Program Office (GPO) develops and supports the worldwide infrastructure for participating schools, scientists, and communities and is advised on strategic international program directions from the GLOBE International Advisory Committee (GIAC). The GIAC consists of regional leaders in science, education, industry, and public policy.The GPO staff are experts in education, science, international partnership development, customer service and information, website, and database technologies. NASA, NOAA, NSF, and key members of UCAR management also provide high-level policy guidance to the GPO.
