    Good Morning! On behalf of President Barack Obama and Secretary of Commerce Gary Locke, I want to thank you for having me here today.

    I’d like to take a moment to thank NMSDC for extending this wonderful invitation, specifically Ms. Harriet Michel, President and CEO and Mr. Steve Sims, Vice President for Programs and Field Operations. Their compassion and commitment to the growth of the minority business community is unparalleled.

    Let me also take this opportunity to thank the entire staff at NMSDC and the numerous corporate sponsors who helped to make this event a success. But most of all, I want to thank the entrepreneurs and business owners here today, who are indeed the backbone of our nation and who continue to hang in during these very difficult times.

    The Minority Business Development Agency: Enhancing the Prospects for Success

    Chairman Rush, Ranking Member Radanovich, and Members of the Subcommittee:

    Thank you for inviting the Minority Business Development Agency (MBDA) here today to discuss how MBDA and the Department of Commerce is helping create wealth and jobs in the minority business community and the global economy.

    My name is David A. Hinson and I am the National Director of the Minority Business Development Agency, which is an operating bureau of the U.S. Department of Commerce.  I was appointed as the MBDA National Director by Commerce Secretary Gary Locke on July, 15, 2009 and, prior to joining MBDA, I was President and CEO of a multi-million dollar independent, financial advisory boutique.

    Joining me today are Edith McCloud, Associate Director for Management, and Efrain Gonzalez, Chief of the Office of Business Development.  They play integral roles in implementing our programs and are both experts in the field of minority business development.

    My testimony is organized around three major discussion points.  First, I will provide an overview of MBDA and its accomplishments in assisting the minority business community.  Second, I will briefly address the barriers faced by minority-owned businesses.  Third, I will discuss why MBDA is an important catalyst in building a stronger minority business community.

    Good morning! On behalf of President Barack Obama and Secretary of Commerce Gary Locke, I want to thank you for allowing me to join you at the first Annual Latina Leadership Summit.

    Secretary Locke will join you tomorrow, but today I have the honor of being with you and expressing my deep, deep pride in being a part of the Administration that nominated and confirmed the first Latina Supreme Court Justice of the United States, Judge Sonia Sotomeyor.

    I don’t know about you, but I felt a tremendous sense of joy seeing Judge Sotomeyor take the oath of office. Learning about her personal story reminded me of the many Latinas that I have had the pleasure to meet in my travels: talented, capable and motivated women who came from humble beginnings but by force of will and vision of greatness pushed themselves to the highest levels of politics and business.

    Many of these amazing Latinas work in the Obama administration and several are on my staff.

    Judge Sotomeyor’s achievements also reminded me of the rich history of Latinas in America.

    Good morning and welcome to the 2009 MED Week Conference.

    Over the next few days, you will have the opportunity to learn, to network and hopefully create new relationships that will ultimately help your businesses grow.

    I am proud to represent the President of the United States, Barack Obama and Secretary of Commerce, Gary Locke, as National Director of the Minority Business Development Agency.

    While President Obama and the First Lady will not be able to attend this event, they send their greetings.

    I am pleased to confirm that Secretary Gary Locke will address this conference later today, and Ed DeSeve and Van Jones from the White House will be here on Friday.

    Action Items for 2010:

    • Achieve $1B in contracts and financings in each region
    • Encourage and finalize merger and acquisition deals exceeding $50M
    • Secure five contracts or financings exceeding $100M for businesses that are minority-owned
    • Globalize businesses that are minority-owned through international deal making
