Division of Reactor Projects

Implements and coordinates the inspection of all reactors and related project management activities. Supervises and directs the resident inspection staff at each reactor facility and coordinates site inspection activities with the Division of Reactor Safety. The span of activities includes, but is not limited to, routine, special, and reactive inspections; enforcement; assessment; allegation follow-up; and the recruiting and training of staff. Coordinates with the Project Division of the Office of Nuclear Reactor Regulation.
Reactor Projects Branches 1-7
Plans, directs and coordinates the inspection activities and related project management functions at assigned reactor facilities. Supervises and trains staff, including resident inspectors. Performs assessment of power reactor facilities, which includes baseline and supplemental inspections, enforcement assessment, allegation follow-up, and the recruiting and training of staff. Coordinates inspection activities with the Division of Reactor Safety and the Office of Nuclear Reactor Regulation. Acts as liaison with the Project Division counterpart in the Office of Nuclear Reactor Regulation.

Provides specialized technical support. Reviews license changes to emergency preparedness and security plans. Coordinates with the technical Divisions in the Office of Nuclear Reactor Regulation, the Office of Nuclear Security and Incident Response, and the Office of Nuclear Material Safety and Safeguards.

Division of Fuel Facility Inspection

Responsible for inspection and technical evaluation of all NRC regulated areas associated with fuel facilities in the United States. Responsible for project management activities for these facilities and oversight of the associated inspection program. Acts as the focal point for coordination with NMSS Headquarters in the fuel facility area. Supports and participates in the Incident Response Program.
Fuel Facility Inspection Branch 1
Chief: Alan Blamey
Performs inspections and evaluations of assigned fuel facilities. Conducts inspections at these fuel facilities including the resident inspector program at two Category I fuel facilities and routine inspections at the assigned facilities in such areas as operational safety, radiation safety, emergency preparedness, chemical safety and nuclear criticality safety. Implements the Enforcement Policy in connection with findings for fuel facilities. Provides the project management and inspection program oversight for the assigned fuel facilities, as well as for the MOX fuel facility construction projects. Focal point for coordination with NMSS Headquarters in the fuel facility area and supports the Region II Incident Response program in that area. Provides support for NMSS guidance/development in the fuel facility area.
Fuel Facility Inspection Branch 2
Chief: Joselito Calle
Performs inspections and evaluations of assigned fuel facilities. Conducts inspections at these fuel facilities including the resident inspector program at the USEC Paducah Gaseous Diffusion Plant and routine inspections at the assigned facilities in such areas as operational safety, radiation safety, emergency preparedness, chemical safety and nuclear criticality safety. Implements the Enforcement Policy in connection with findings for fuel facilities. Provides the project management and inspection program oversight for the assigned fuel facilities, as well as for the gas centrifuge projects. Focal point for coordination with NMSS Headquarters in the fuel facility area and supports the Region II Incident Response program in that area. Provides support for NMSS guidance/development in the fuel facility area.

Division of Construction Projects

Implements and coordinates the inspection of construction and fabrication activities for new reactors and fuel cycle facilities. Performs related project management activities. Supervises and directs the resident inspection staff at each reactor construction site and coordinates site inspection activities with the Division of Construction Inspection. The span of activities includes, but is not limited to, inspections; enforcement; assessment; allegation follow-up; and the recruiting and training of staff. Assists the Office of New Reactors in the development of the necessary regulatory infrastructure to support reactor and fuel cycle facility construction activities. Coordinates with the Office of New Reactors, the Office of Nuclear Material Safety and Safeguards, and the host regional office. Serves as the contact with applicants, Headquarters offices, external stakeholders, and the public for construction activities.

Plans, directs, and coordinates all aspects of construction and pre-operational readiness inspections at assigned fuel facilities under construction. This includes routine and reactive inspections, as well as allegation follow-up and facility assessment. Hires, trains, and supervises staff, including resident inspectors. Performs project management activities for assigned facilities and serves as primary interface point with fuel facility applicants or licensees. Performs liaison with other NRC staff such as the Office of Nuclear Material and Safeguards, the Office of Nuclear Security and Incident Response, and the Region II Division of Fuel Facility Inspection.
Construction Projects Branch 2

Serves as the lead for the Center for Construction Inspection's (CCI) work developing the infrastructure and processes for implementing the new reactor inspection program. Developing the infrastructure and processes for implementing the new reactor construction program includes: (1) ITTAAC scheduling, (2) inspection reporting, and (3) hiring and developing the resident and regional office staff. Also provides program office support in the development of areas such as assessment, enforcement, and ITAAC closure. Serves as primary interface point with the Office of New Reactors and other NRC offices on issues related to the development of the new reactor inspection program.

Plans, directs, and coordinates all aspects of inspection at Watts Bar Unit 2. This includes routine and reactive inspections, as well as allegation follow-up and facility assessment. Performs liaison with other NRC staff such as the Office of Nuclear Reactor Regulation and the Region II Divisions of Reactor Projects and Reactor Safety.
