FCC CHAIRMAN GENACHOWSKI APPOINTS CHAIR AND VICE CHAIR TO THE 2015
WORLD RADIOCOMMUNICATION CONFERENCE ADVISORY COMMITTEE
Washington, D.C. – Today, as part of its preparations for the next World RadiocommunicationConference scheduled to convene in 2015, FCC Chairman Julius Genachowski announced the
appointment of Scott Blake Harris as Chair and Diane J. Cornell as Vice Chair of the FCC’s Advisory
Committee for the 2015 World Radiocommunication Conference (WRC-15). The Committee will be
tasked with providing advice, technical support, and recommended proposals on matters relating to the
WRC-15.
Scott Blake Harris is Senior Vice President and General Counsel of Neustar, Inc., where he is responsible
for the company’s legal, public policy, communications, marketing, and social responsibility functions.
Before joining Neustar, Mr. Harris served as General Counsel of the United States Department of
Energy. Mr. Harris previously served in government as the Chief Counsel for Export Administration at
the U.S. Department of Commerce, and Chief of the International Bureau at the Federal Communications
Commission. In the private sector, Mr. Harris served as managing partner of the Washington DC law
firm of Harris, Wiltshire & Grannis LLP, which he founded in 1998. He has also been a partner in the
law firms of Williams & Connolly LLP and Gibson, Dunn & Crutcher LLP, where he headed the firm’s
communications practice. Early in his career he served as a law clerk to the Honorable Gerhard A. Gesell
on the United States District Court for the District of Columbia. He is a magna cum laude graduate of
both Harvard Law School and Brown University.
Diane J. Cornell is the Vice President, Government Affairs, at Inmarsat, a mobile satellite company,
where she is responsible for regulatory and government affairs matters worldwide. Previously, Ms.
Cornell was the Vice President, Regulatory Policy for CTIA, The Wireless Association. Ms. Cornell
served in various senior positions at the FCC over 13 years, including as Chief of the division within the
FCC responsible for international regulatory matters and as Chief of Staff in the Wireless Bureau. Ms.
Cornell received her B.A. degree from Wesleyan University and her J.D. degree from the University of
Pennsylvania.
Alex Roytblat, Assistant Chief of the Strategic Analysis and Negotiations Division of the FCC’s
International Bureau will direct the Commission's WRC-15 preparatory activities and serve as the
Designated Federal Official to the Advisory Committee. Mr. Roytblat directed the Commission’s
preparatory activities for the 2012 World Radiocommunication Conference.
