JOB SUMMARY:

 

The National Indian Gaming Commission in an independent Federal regulatory agency whose primary mission is to regulate gaming activities on Indian lands for the purpose of shielding Indian tribes from organized crime and other corrupting influences; to ensure that Indian tribes are the primary beneficiaries of gaming revenue; and to assure that gaming is conducted fairly and honestly by both operators and players.

 

This is a director level position.
The incumbent is responsible overseeing and coordinating all governmental and public interactions for the National Indian Gaming Commission’s (NIGC/Commission) communication programs and activities relating to public, governmental and media relations.
The Director reports directly to and receives broad policy guidance from the Chief of Staff while work is evaluated on the basis of results achieved.
The salary range for this position is equivalent to the GS-15 salary.
If hired, the salary range will be $123,758- $155,500.

These positions are in the Excepted Service. Competitive Service Status is not acquired under this appointment. Merit promotion procedures do not apply.

The major duties of this position include but are not limited to:
• Formulate, develop and present the public message for the NIGC, including preparation and release to the media of press releases, speeches, reports and policy statements
• Possess extensive experience in the development of and understanding of social media that include the utilization of multiple electronic social media platforms to exchange Commission information.
• Lead the coordination of the formulation, development and presentation of the legislative plan for NIGC, including clearance with the Office of Management and Budget (OMB) and Agency submissions to Congressional inquiries, reports, testimony and other statements on legislation.
• Routinely meet with Congressional staff to discuss legislative matters or NIGC matters at the direction of the Chief of Staff.
• Prior to committee hearings develops briefing papers for discussion with senior staff the sensitive policy problems and matters that may involve NIGC officials.

In addition to the Specialized Experience requirement for this position, applicants must meet the Education Requirement described below:
Educational Requirement: A Bachelor of Science or Bachelor of Arts or higher level degree in public affairs, public relations, communications, business administration or equivalent course of study (e.g journalism, law, or english) from an accredited university or college is required.
AND
Specialized Experience Requirement:
To qualify for the equivalent of the GS-15 level, all applicants must possess at least all the following experience:
• 6 years working on congressional matters.
   o Utilizing knowledge of the United States Congress and understanding the processes to arrange meetings and meeting with members of the United States Congress. (Hill experience highly preferred) 
   o Drafting of Congressional testimony, speeches, press releases, talking points and other forms of communication.
• 5 years supervisory experience
   o Leading, evaluating, and monitoring staff work to motivate, and meet established deadlines.
• 6 years working in Public Affairs, Public Relations for Tribal government, gaming entity, or other sectors
   o Advising senior officials on all aspects of the public affairs program
   o Providing advice, assistance and guidance to subordinate specialists on all public affairs matters and issues. 
   o Advising and directing subordinate public affairs personnel and offices as well as Directors nationwide    concerning the public affairs programs.
   o Developing, recommending, and executing strategies and approaches and establishing standards for the development and evaluation of all public affairs activities.
   o Providing recommendations to senior officials.
• 6 years working in government relations, external relations 
   o Coordinating with national and local news media and/or tribal with diverse individuals and groups.
• 3 years experience in Budget Management 
   o Maintaining oversight and allocation of assigned budgets;
   o Forecasting budget plans and presenting budget recommendations to senior officials.


Education: If this position requires specific educational course work to qualify, or you are qualifying based in whole or part on education, you are required to provide transcripts as proof of meeting the requirements. CONDITIONS OF EMPLOYMENT

A preliminary background check must be completed before a new employee can begin work with the National Indian Gaming Commission.  The preliminary background check consists of a search of Office of Personnel Management and Department of Defense background investigation files and an FBI National Criminal History Fingerprint Check; it may take up to 3 weeks to complete.  If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check.  Current Federal employees or other individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Bureau Security Office.
