The 1996 amendments to the Freedom of Information Act (FOIA) mandate that agencies must establish an Electronic FOIA (EFOIA) Library. The EFOIA Library contains certain agency manuals, specific agency policy statements, opinions made in adjudication of cases, and an index of records released by FOIA that are likely to become the subject of subsequent FOIA requests.
