The Science, Technology, and Public Policy Program (STPP) offers fellowships for pre- and post-doctoral researchers for one year, with a possibility for renewal, in the stimulating environment of the Belfer Center for Science and International Affairs at the Harvard Kennedy School.
About the STPP Program
The STPP Program engages in research, teaching, and outreach on how: (a) science and technology (S&T) influence public policy; (b) public policy influences the evolution of S&T; (c) the outcomes of these interactions affect well-being in the United States and worldwide; and (d) the processes involved can be made more effective and their outcomes more beneficial (at present and in the future). With this broad backdrop, STPP activities will center around a number of thematic areas where public policy plays an important role, with a particular emphasis on their international implications: S&T, Energy, and the Environment, S&T and Security, Emerging Technology Clusters (which include ICT, Biotechnology/Medical Technologies, and Nanotechnologies), and S&T and the Economy. Energy Technology Innovation Policy research group (ETIP)

ETIP is seeking Research Fellows who will work to identify and to promote energy policy strategies for reducing conventional air pollution, minimizing emissions of climate-altering gases, lessening dependence on imported fuels, stimulating economic development, and alleviating poverty. ETIP Research Fellows will focus on: (a) the opportunities and societal and environmental impacts of using cleaner and more efficient energy technologies; and (b) the processes, policies, and institutions shaping technical change and diffusion of energy technologies. ETIP’s work in several countries (currently the United States, China, Europe, India, Brazil, and the Middle East and North Africa region) rather than in only one country, not only multiplies directly our leverage on the world scale and facilitates the pursuit of cooperative efforts of ETIP Fellows and Faculty, but also allows for the development of new insights from comparisons and contrasts among conditions and strategies in different cases.

Project on Managing the Atom (MTA)

Addresses the risks posed by nuclear weapons and weapons-usable materials; assesses the future of civilian nuclear power; strengthens international nuclear institutions; and strengthens democratic management of nuclear technology through improved access to information, broader public participation, and more effective regulation and oversight. Researchers interested in security and safeguards for nuclear and radiological materials and facilities—and other aspects of preventing nuclear terrorism and other aspects of nuclear security policy—are particularly encouraged to apply.

STPP Research Fellowships
STPP is seeking post-doctoral Fellows to conduct advanced research on Science and Technology (S&T) policy. Particular areas of focus are: Information and Communications Technology & Public Policy (ICTPP), Water-Energy Nexus (WEN), and China and Environmental Sustainability. The S&T Policy Research Fellows will work with the STPP Program Director. They will research the development and adoption of novel technologies and the role of the government and the private sector in facilitating and shaping their deployment.
Information and Communications Technology & Public Policy (ICTPP)
As we enter the 21st Century, it is clear that information and communications technologies (ICT)s have had—and will continue to have—transforming effects on the formulation, execution, and communication of government policy, services, and operations. ICTPP Research Fellows will be expected to explore the critical aspects of ICT found at the intersection of technology policy and governance, such as net neutrality, looming technological advances in broadband, privacy, cyber security, and open government issues that could shape technology and communications innovation in coming years.
Water-Energy Nexus (WEN)
Water and energy are closely linked. The water industry is energy-intensive: consuming electricity for desalination, pumping, and treatment of wastewater. The energy industry is water-intensive: consuming water for resource extraction (oil, gas, coal, biomass etc.), energy conversion (refining and processing), transportation, and power generation. Water-Energy Nexus Research Fellows will explore the role that policy and innovation could play to incentivize a more efficient use of water and energy resources in different sectors and/or regions.
China and Environmental Sustainability
The Energy Technology Innovation Policy research group (ETIP), in conjunction with the Sustainability Science Program (SSP), is seeking fellows with a focus on sustainability policy in China. The China Sustainability Research Fellows will contribute to ETIP's efforts to identify and to promote policies that will contribute to a thoughtful use of China's natural resources (e.g., water, land) and/or to the adoption of cleaner and less carbon-intensive industrial and energy technologies. The Fellows may lead research efforts in areas that may include: analyzing the impact of energy and industrial policies on water scarcity; assessing the barriers to the development or deployment of cleaner energy technologies; studying the impact of industrialization on fragile ecosystems and livelihoods; or other environmental or resource policy topics. The Research Fellows will be expected to produce at least one publishable article, to present his or her findings before internal and external audiences, and to play a substantive role in the dissemination process of any findings, including interacting with policymakers or other people of influence in the United States and China.

Required Education, Experience, and Skills
Applications for the STPP Policy Research Fellowships are welcome from recent recipients of the Ph.D. or equivalent. The ideal candidate will have academic and/or professional experience of 3–5 years minimum. Candidates will have excellent skills in presenting complex material to a wide range of audiences and will be able to take initiative in interacting with other researchers and policymakers. Candidates should hold a Ph.D. in engineering, the physical sciences, public policy, economics, political science, or a related field, with a clear focus on environmental, resource, or energy policy. Those candidates holding technical Master's degrees and have extensive experience, will also be considered. Candidates must have relevant language skills.
Salaried fellowships are available for outstanding interdisciplinary researchers in the STPP grant-funded research projects listed below. A limited number of nonstipendiary fellowship opportunities are available for scholars with their own funding in these and other areas of science and technology policy.
STIPEND INFORMATION
STPP offers twelve-month stipends of 42,000–45,000 USD to post-doctoral research fellows and 20,000 USD to pre-doctoral research fellows with access to Harvard-sponsored health insurance plans. Nonstipendiary appointments are also offered. In most cases, office space and supplies, computers with LAN and Internet connections, and access to Harvard University libraries and other facilities will be provided.
