Agency Plan

The Arizona Department of Health Services (ADHS) plans to take advantage of all realistic funding opportunities available in the American Recovery and Reinvestment Act (ARRA). There are several possibilities for ADHS programs through different federal departments. For instance, ARRA provides grants for wellness programs, immunization programs, electronic record keeping, increasing doctors in underserved areas, etc. These grant opportunities exist within the U.S. Department of Health and Human Services (HHS), including the Centers for Disease Control (CDC) and the National Institutes of Health (NIH), and the Department of Agriculture (USDA). ADHS is in the process of applying for these grants and will keep the public informed of the status on this site as well as at www.azdhs.gov/recovery.

Impact of Stimulus on Constituency

ADHS Programs Eligible for Funding:

Health-Care Associated Infections Reduction Strategies
No official guidance has been received on how these funds will be distributed. It is expected that state health departments will receive a portion of these funds to perform surveillance and reporting functions.  In addition, a portion of these funds may be distributed to individual hospitals to establish reporting systems from hospitals to the state and/or Centers for Disease Control and Prevention.

Immunizations:
The Immunizations funds will be distributed through the existing federal Section 317 Grant Program (PDF), which currently provides funding for vaccines and operations to state and local programs, including Arizona.  It is anticipated that ADHS will submit a supplemental 317 grant application in the spring or summer to request these funds. The CDC is currently finalizing plans so the available funding and deadlines are not known at this time.

Prevention and Wellness Strategies:
ARRA provides $1 billion for Prevention and Wellness. It has not yet been determined how these funds will reach the states. 

Training Primary Care Providers
ARRA provides a focus on the training of primary healthcare providers including doctors, dentists and nurses by expanding the National Health Service Corp Loan Repayment, National Scholar Program and State Loan Repayment Programs. These programs require national competition for funding. Funding schedule opportunities are not known at this time, however, ADHS will have the opportunity to compete for supplemental funding to expand the State Loan Repayment Program. To be eligible for federal money the State Loan Repayment Program requires a dollar for dollar match.

Women, Infants, and Children (WIC):
ADHS will receive approximately $12 million in additional WIC funding for food from the stimulus package.  Arizona’s program has also been approved for $640,000 for equipment for database conversion.  Work is currently taking place to prepare an application to USDA to request funding for the improvement of the 7th Avenue WIC clinic in Phoenix.

HHS announced $338M in "Demand for Services" grants to Federally Qualified Community Health Centers as part of ARRA. The grants are titled "Increased Demand for Services" (IDS) grants, and will be going to 1,128 federally qualified health center grantees. Details are available at http://www.hhs.gov/recovery/.

Proposed Projects, Funded Projects

Centers for Disease Control/ Department of Health and Human Services
The Bureau of Epidemiology & Disease Control will be submitting a grant application for funding to address Hospital Acquired Infections (HAIs) to request $1.14 million to establish a program on HAI surveillance and prevention.  This will include developing a state strategic plan, recruiting hospitals to participate in the national surveillance system, identifying specific infections or process measures to evaluate, analyzing surveillance data to monitor HAI trends, and working with stakeholders to initiate prevention programs.

The Bureau of Epidemiology & Disease Control will be submitting applications to fund case control studies to evaluate the effectiveness of a new pneumococcal vaccine and a new meningococcal vaccine. The program will be requesting $91,000 per vaccine for a total of $182,000.

Department of Health and Human Services
The Immunizations Program will be submitting an application for approximately $4.6 million is supplemental funding for the existing federal 317 Immunization Grant Program.  The program will also be applying for supplemental funding for innovative projects to improve reimbursement in public health department clinics and supplemental funding for improving data quality and enhancing assessment at immunization information systems (IIS) sentinel sites.

The Women, Infants, and Children’s (WIC) Program has submitted an application for approximately $2.9 million for a database conversion project.
