Quarterly Performance Reports
In order to ensure accountability and demonstrate progress toward meeting program goals, EPA provides quarterly performance updates consistent with the timing of quarterly recipient reporting. These reports provide a summary of- the programmatic performance EPA and its partners have achieved in the six key environmental programs funded by the Recovery Act, and
- efforts by EPA's Office of Inspector General.

Highlights of the March 26, 2010 Weekly Report
Major actions taken:
EPA worked with the States to ensure that the ARRA Statutory requirement – to have 100% of their State Revolving Fund projects under contract or construction within 1-year of ARRA enactment (by February 17, 2010) – was met successfully.
All States have submitted certification that their State Revolving Fund resources are under contract.
EPA has begun to post one year anniversary stories about how Recovery Act money is protecting our environment and providing economic benefits to American communities. The one year anniversary stories, set in nine of EPA's regions, provide a short narrative about the affected community, what work is being done, and how the work is protecting our environment. For Q2, recipients reported nearly 6,800 jobs created or retained as a result of EPA provided stimulus resources.
Major Activities Planned:

EPA continues to participate in a Government-wide review, organized by the Office of Management and Budget, to document best practices and lessons learned, and to ensure process improvements for the next reporting cycle.

EPA expects to award a $23,000 grant to the US Virgin Islands Department of Planning and Natural Resources supporting ARRA Leaking Underground Storage Tank Trust Fund Program.

All 1,351 agreements for the Drinking Water SRF program are under contract in 51 states and territories totaling nearly $1.8 billion; 1,072 have started construction. 1,869 agreements for the Clean Water SRF program are under contract in 51 states and territories totaling over $3.8 billion; 1,478 have started construction.

One thousand three hundred sixty eight agreements for drinking water have been executed in 51 states and territories, totaling nearly $1.8 billion. Of the 1,368 agreements, 1,351 are under contract and 1,059 have already started construction.

One thousand eight hundred forty agreements for clean water have been executed in 51 states and territories, totaling nearly $3.8 billion. Of the 1,840 agreements, 1,828 are under contract and 1,419 have already started construction.

Work assignments, with a cumulative total of $5.4 million of LUST Recovery Act money, are now in place for existing EPA contractors to assess and clean up underground storage tank leaks in Indian country. This represents 88.2 percent of the $6.3 million LUST Recovery Act money allocated for cleanups in Indian country.

State recipients report that 84.6% of the Recovery Act Clean Water State Revolving Funds and 82.2% of the Recovery Act Drinking Water State Revolving Funds are now under contract.

During the January review period, EPA reviewed over 780 reports associated with 650 grants and contracts awards.

We noted four missing reports, one related to DERA grants and three related to Brownfields grants.

One Brownfields recipient (Lincoln Park, MI) was a double non-filer. We will work closely with the recipient to ensure this distressed community can fulfill their reporting requirements in a timely manner.

We made over 180 other comments to correct non-material deficiencies and to seek clarification in the next reporting cycle.

For the second quarter, recipients reported over 6,800 jobs created or retained as a result of EPA-provided stimulus resources. Reported jobs increased 70% from results reported in the first quarter. While reported jobs associated with EPA resources increased in each program, the bulk of the increase in reported jobs is associated with EPA’s state revolving fund programs (which represent 55% of our stimulus resources).

Highlights of the November 3, 2009 Weekly Report

We awarded a total of $2.6 million in Superfund Recovery Act funds to the Tower Chemical site in Georgia. The funds will be used to initiate new construction cleanup activities at this site, boosting the local economy while also protecting public health and the environment.

As of October 30, 2009, 22 sites have initiated on-site construction using Recovery Act resources. These sites have new or ongoing projects, with on-site contractors conducting cleanup activities funded by Recovery Act resources.

All Diesel Emissions Reduction (DERA) program funding has been awarded in the form of 160 grants for clean diesel projects. One grant, which was awarded to the California Air Resources Board for $1.7 million, has completed all activities to assist local school districts with the purchase and installation of pollution control equipment on more than 80 school buses.

We completed the first formal review process of more than 700 reports submitted by agency stimulus recipients. We noted few missing reports with an estimated 98% response rate in the first reporting cycle. Over two hundred comments were made and clarifications sought. We will work with recipients to address improvements to Section 1512 reports prior to the next quarter report deadline.

As of October 16, 2009, we have obligated over 99% of EPA Recovery Act funds. Outlays are at almost $264 million (3.7% of the obligations).

EPA has developed a common review procedure to assess reports submitted by agency stimulus recipients. Using this procedure, the agency conducted an informal review of over 700 reports submitted by October 10, reviewing for accuracy and completeness. EPA worked with recipients to identify any discrepancies and missing data.

As of October 9, 2009, we have obligated over 99.4% of EPA Recovery Act funds. Outlays are at over $238 million (3.4% of the obligations).

We have awarded virtually all $6 billion of the Clean Water and Drinking Water State Revolving Fund (SRF) grants, with $860 million in projects under construction. We are monitoring state progress closely. All states are reporting that they will be able certify by February 17, 2010 that contracts for projects have been signed or that projects are under construction. Expeditious construction of SRF projects is made a high priority by a provision in the Recovery Act Title VII appropriations heading for the SRFs, which states ‘‘[t]hat the Administrator shall reallocate funds ... where projects are not under contract or construction within 12 months of’’ Recovery Act enactment, i.e., February 17, 2010.

Work assignments totaling $1.3 million (cumulative) of Leaking Underground Storage Tank (LUST) Recovery Act funds are now in place for existing EPA contractors to assess and clean up underground storage tank leaks in Indian country. This represents 21% of the $6.3 million available in LUST Recovery Act money allocated for cleanups in Indian country.

We awarded a total of $572.9 million in Superfund Recovery Act funds to 50 sites. The funds will be used to initiate new construction or accelerate ongoing cleanup activities at these sites, boosting the local economy while also protecting public health and the environment. You can view additional site-specific information for the sites listed. As of October 9, 2009, 22 Superfund sites using Recovery Act resources have initiated on-site construction.

Our programs worked to ensure that states, territories and other recipients are registered at FederalReporting.gov so they could begin submitting Section 1512 reports on October 1, 2009. We will continue to provide support to recipients.

Our Brownfields program awarded 17 assessment, revolving loan fund, cleanup and job training grants totaling $12.3 million, to be used to assess and cleanup contaminated properties and result in the creation of jobs in communities across the country.

As of October 2, 2009, 22 sites using Recovery Act resources have initiated on-site construction. These sites have new or ongoing projects that have contractors on-site conducting site cleanup activities funded by Recovery Act resources.

We awarded $3.8 million for waste water infrastructure projects, and $4.1 million for drinking water infrastructure projects, in Guam and the Virgin Islands.

We awarded:

$57,000 in Recovery Act funding to the Virgin Islands. We have now awarded assistance agreements to all 54 state and territories to assess and clean up underground storage tank leaks. These awards total more than $190 million.

EPA awarded Oklahoma $11.7 million in Recovery Act funding to accelerate the ongoing voluntary relocation of people living in three communities near the Tar Creek Superfund site in Ottawa County in northwestern Oklahoma. This initial investment will accelerate cleanup by making possible the removal and consolidation of smaller chat piles.

We posted full announcements to request applications for three diesel emission reduction grant competitions totaling $206 million and a $5 million brownfields job training competition. The four grant competitions will address environmental issues and promote economic recovery and job creation.

We developed draft Recovery Act guidance for Interagency Agreements and distributed the guidance to the EPA grants management community for comment. This guidance will clarify the procedures for entering into agreements with other federal agencies and departments. Interagency Agreements allow EPA to better leverage federal resources in carrying out the provisions of the Recovery Act.

We submitted formula grant allocation information to OMB for the Clean Water State Revolving Fund (CWSRF), Drinking Water State Revolving Fund (DWSRF), and Water Quality Management Planning Grant (604b) programs.

We received full grant applications for the Clean Water State Revolving Fund from Connecticut, Maine, Rhode Island, Kentucky, Oklahoma, Arizona, California, Hawaii, Nevada, Vermont, Michigan, New York, West Virginia, North Carolina and Puerto Rico, and a conditional application from Nebraska. We also received full grant applications under the Drinking Water State Revolving Fund from Maine, Kentucky, Vermont, and Kansas, and conditional applications from Michigan and Nebraska

Under the State Clean Diesel Grant program, we worked with the states and the District of Columbia to help them meet the March 20, 2009 deadline for grant applications. We expect to make awards to the states by April 17, 2009.
- Under the Leaking Underground Storage Tanks (LUST) program, we modified program guidance in response to state comments to ensure the most efficient and timely use of Recovery Act funds.

Our grants representatives are working with Indian Health Service and the Army Corps of Engineers on standard terms and conditions for interagency agreements to ensure consistent implementation of the Recovery Act requirements.

We are defining reporting requirements for internal grant progress and expenditure tracking reports. The reports, which will include tracking by location and grant program, will ensure transparency and accountability.

We entered model funding recommendations for the Water, Leaking Underground Storage Tanks, and Brownfields grants programs into the EPA Integrated Grants Management System (IGMS), and plan to enter similar recommendations for the Diesel Emissions Reduction Act Program grants into the IGMS. The models will reduce the time required for project officers to prepare justifications for grant awards.

Under the State Clean Diesel Grant program, we informed all 50 states and the District of Columbia that each can receive $1.73 million. The total amount to be divided among the states and D.C. is $88 million.

Under the Clean Water and Drinking Water State Revolving Fund programs, on March 12 we conducted a widely attended webcast on the programs' green project reserve and answered questions from state program managers on the new 604(b) guidance (PDF) (32 pp., 633K, About PDF).

Under the Brownfields program, we developed measures to track progress on Brownfields sites using stimulus resources which will allow EPA to quantify jobs created and retained through this new funding.

Under the Leaking Underground Storage Tanks program, we continued discussion and collaboration with state officials to assist them in meeting their responsibilities for cleaning up leaking underground tanks using stimulus resources.

Under the Superfund program, we received authority to modify existing state Superfund contracts, thus easing financial burdens on states that accept Recovery Act funding.
