I hardly ever watch network news, but I happened to stumble across this appalling report on NBC's "Rock Center" last night. In this clip, reporter Richard Engel blames this week's anti-American violence on "conspiracy theories" that Arab populations have been fed over the years by their rulers, including the idea that the United States and Israel are colluding to control the Middle East.

It's no secret there are conspiracy theories circulating in the Middle East (as there are here in the good old USA: Remember the "birthers?") I've heard them every time I've lectured in the region and done my best to debunk them. But by attributing Arab and Muslim anger solely to these ideas, Engel's report paints a picture of the United States (and by implication, Israel) as wholly blameless. In his telling, the U.S. has had nothing but good intentions for the past century, but the intended beneficiaries of our generosity don't get it solely because they've been misled by their leaders.

In short, Operation Cast Lead never happened, Lebanon wasn't invaded in 1982 or bombed relentlessly for a month in 2006, the United States has never turned a blind eye towards repeated human rights violations by every single one of its Middle Eastern allies, drones either don't exist or never killed an innocent victim, the occupation of Iraq in 2003 was just a little misunderstanding, and the Palestinians ought to be grateful to us for what they've been left after forty-plus years of occupation. To say this in no way absolves governments in the region for responsibility for many of their current difficulties, but Americans do themselves no favors by ignoring our own contribution to the region's ills.

In short, you want to get some idea of why most Americans have no idea why we are unpopular in the region, this example of sanitized "analysis" is illuminating, though not in the way that Engel and NBC intended.

I was traveling all day yesterday and didn't have my laptop with me, so I wasn't able to comment on the tragic news from Benghazi and related violence in Cairo and elsewhere. Probably just as well: At least I didn't say anything rash, ill-considered, cynical, or shamefully exploitative. You know, like this guy did.   

Millions of pixels have already been devoted to writing about these events, and much still remains to be learned (including the precise identity and motivations of the wingnuts who put out the offensive video that provided the motivation or the pretext for these attacks). I'd also like to know more about the perpetrators, and the reasons why the different governments have responded as they have. But what we know so far suggests three lessons to me.

First, it's a reminder that almost by definition, extremists try to win support and advance their cause through outrageous actions: either via hateful rhetoric or actual violence itself. We saw this phenomenon in the Balkans and in Iraq, where the most radical elements used both harsh propaganda and overt violence to fuel paranoia and force would-be moderates to choose sides. In uncertain political moments, a few bad apples can have highly disruptive effects.

Extremists on both sides are engaged in a dangerous duet: They depend on each other for sustenance and reinforcement. The extremist views and radical violence of groups like Al Qaeda create a mirror image here, in the form of paranoid Islamophobes, whose harsh rhetoric and support for endless war against the entire Muslim world in turn gives Islamic extremists potent arguments to use in their battle to win hearts and minds. Matt Duss has a great rundown on this whole problem here. My point is that if you want to make Islamic extremism stronger, you should write a check to your favorite Islamophobe. 

Second, although it is way too soon to tell, we can hope that the death of Ambassador Stevens and his colleagues in Libya has exactly the opposite effect of the one that their murderers intended. Instead of fueling anti-American sentiment or provoking the United States to react foolishly, this crime might well strengthen pro-American sentiment in Libya and perhaps even elsewhere. For whatever one might think of America's overall posture in the Middle East, Ambassador Stevens must now be counted among the martyrs of the broader "Arab spring," and there are some signs that a substantial number of Libyans see it that way. If so, helping marginalize such views would be a fitting memorial to his life's work.

Third, we should not lose sight of the broader context. This tragedy also reminds us of the deep hole that the United States has dug for itself in the Middle East over the past fifty years or so. Once upon a time, the United States was widely admired throughout the region, but that is decidedly not the case today.  There are reasons why anti-American extremists hate us (and it's not just our "values"), and there are also reasons why they think that attacking Americans will win them greater support. Similarly, there are reasons why governments that pay attention to public opinion are often reluctant to embrace Uncle Sam too closely. In particular, numerous surveys of public opinion show that there is considerable anger at U.S. foreign policy among the broader publics in the Arab and Islamic world, fueled by what these peoples see as indifference to Muslim lives, one-sided support for Israel, our cozy relations with assorted Middle Eastern monarchies and dictators, and our hypocritical behavior regarding human rights and nuclear weapons. To acknowledge this broader context in no way justifies the events of this week, but ignoring this broader context is a surefire recipe for responding to it in the wrong way.

Even some of the people who favored democratic change in the Middle East understood that it would be a challenge for us in the short term, because opening these systems up to greater participation would also open them up to overt expressions of anti-Americanism and create governments that were less compliant or predictable than the old authoritarian orders. But change was going to happen sooner or later, and it's not likely to be reversed for long. The legacy of the past five decades won't be removed by a couple of presidential speeches, or even by an extended tilt in the direction of "reform." It will take time, patience, forbearance, and somewhat different approach to the entire region.

So my third lesson is two-fold: it's going be bumpy for awhile, and we need to hope that more moderate forces and cooler heads have their hands on the tiller -- including in Washington, D.C. Otherwise, it's Yeats time again:

Turning and turning in the widening gyre;
The falcon cannot hear the falconer;
Things fall apart; the centre cannot hold;
Mere anarchy is loosed upon the world,
The blood-dimmed tide is loosed, and everywhere
The ceremony of innocence is drowned
The best lack all conviction, while the worst

What's the biggest mistake the United States has made since the end of the Cold War? Invading Iraq? Helping screw up the Israel-Palestine peace process? Missing the warning signs for 9/11, and then overreacting to the actual level of danger that Al Qaeda really posed? Not recognizing we had a bubble economy and a corrupt financial industry until after the 2007 meltdown?

Those are all worthy candidates, and I'm sure readers can think of others. But today I want to propose another persistent error, which lies at the heart of many of the missed opportunities or sins of commission that we made since the Berlin Wall came down. It is in essence a conceptual mistake: a failure to realize just how much the world changed when the Soviet Union collapsed, and a concomitant failure to adjust our basic approach to foreign policy appropriately.

I call this error the "credibility fetish." U.S. leaders have continued to believe that our security depends on convincing both allies and adversaries that we are steadfast, loyal, reliable, etc., and that our security guarantees are iron-clad. It is a formula that reinforces diplomatic rigidity, because it requires us to keep doing things to keep allies happy and issuing threats (or in some cases, taking actions) to convince foes that we are serious. And while it might have made some degree of sense during the Cold War, it is increasingly counterproductive today.

One could argue that credibility did matter during the Cold War. The United States did face a serious peer competitor in those days, and the Soviet Union did have impressive military capabilities. Although a direct Soviet attack on vital U.S. interests was always unlikely, one could at least imagine certain events that might have shifted the global balance of power dramatically. For example, had the Soviet Union been able to conquer Western Europe or the Persian Gulf and incorporate these assets into its larger empire, it would have had serious consequences for the United States. Accordingly, U.S. leaders worked hard to make sure that the U.S. commitment to NATO was credible, and we did similar things to bolster U.S. credibility in Asia and the Gulf.

Of course, we probably overstated the importance of "credibility" even then. Sloppy analogies like the infamous "domino theory" helped convince Americans that we had to fight in places that didn't matter (e.g., Vietnam) in order to convince everyone that we'd also be willing to fight in places that did. We also managed to convince ourselves that credible nuclear deterrence depended on having a mythical ability to "prevail" in an all-out nuclear exchange, even though winning would have had little meaning once a few dozen missiles had been fired.

Nonetheless, in the rigid, bipolar context of the Cold War, it made sense for the United States to pay some attention to its credibility as an alliance leader and security provider. But today, the United States faces no peer competitor, and it is hard to think of any single event that would provoke a rapid and decisive shift in the global balance of power. Instead of a clear geopolitical rival, we face a group of medium powers: some of them friendly (Germany, the UK, Japan, etc.) and some of them partly antagonistic (Russia, China). Yet Russia is economically linked to our NATO allies, and China is a major U.S. trading partner and has been a major financier of U.S. debt. This not your parents' Cold War. There are also influential regional powers such as Turkey, India, or Brazil, with whom the U.S. relationship is mixed: We agree on some issues and are at odds on others. And then there are clients who depend on U.S. protection (Israel, Saudi Arabia, Afghanistan, Taiwan, etc.) but whose behavior often creates serious headaches for whoever is in the White House.

As distinguished diplomat Chas Freeman recently commented, "the complexity and dynamism of the new order place a premium on diplomatic agility. Stolid constancy and loyalty to pre-existing alliance relationship are not the self-evident virtues they once were. We should not be surprised that erstwhile allies put their own interest ahead of ours and act accordingly. Where it is to our long-term advantage, we should do the same."

What might this mean in practice? As I've noted repeatedly, it means beginning by recognizing that the United States is both very powerful and very secure, and that there's hardly anything that could happen in the international system that would alter the global balance of power overnight. The balance is shifting, to be sure, but these adjustments will take place over the course of decades. Weaker states who would like U.S. protection need it a lot more than we need them, which means our "credibility" is more their problem than ours. Which in turn means that if other states want our help, they should be willing to do a lot to convince us to provide it.

Instead of obsessing about our own "credibility," in short, and bending over backwards to convince the Japanese, South Koreans, Singaporeans, Afghans, Israelis, Saudis, and others that we will do whatever it takes to protect them, we ought to be asking them what they are going to do for themselves, and also for us. And instead of spending all our time trying to scare the bejeezus out of countries like Iran (which merely reinforces their interest in getting some sort of deterrent), we ought to be reminding them over and over that we have a lot to offer and are open to better relations, even if the clerical regime remains in power and maybe even if -- horrors! -- it retains possession of the full nuclear fuel cycle (under IAEA safeguards). If nothing else, adopting a less confrontational posture is bound to complicate their own calculations.

This is not an argument for Bush-style unilateralism, or for a retreat to Fortress America. Rather, it is a call for greater imagination and flexibility in how we deal with friends and foes alike. I'm not saying that we should strive for zero credibility, of course; I'm merely saying that we'd be better off if other states understood that our credibility was more conditional. In other words, allies need to be reminded that our help is conditional on their compliance with our interests (at least to some degree) and adversaries should also be reminded that our opposition is equally conditional on what they do. In both cases we also need to recognize that we are rarely going to get other states to do everything we want. Above all, it is a call to recognize that our geopolitical position, military power, and underlying economic strength give us the luxury of being agile in precisely the way that Freeman depicts.

Of course, some present U.S. allies would be alarmed by the course I'm suggesting, because it would affect the sweetheart deals they've been enjoying for years. They'll tell us they are losing confidence in our leadership, and they'll threaten to go neutral, or maybe even align with our adversaries. Where possible, they will enlist Americans who are sympathetic to their plight to pressure on U.S. politicians to offer new assurances. In most cases, however, such threats don't need to be taken seriously. And we just have to patiently explain to them that we're not necessarily abandoning them, we are merely 1) making our support more conditional on their cooperation with us on things we care about, and 2) remaining open to improving relations with other countries, including some countries that some of our current allies might have doubts about. I know: It's a radical position: we are simply going to pursue the American national interest, instead of letting our allies around the world define it for us.

The bottom line is that the United States is in a terrific position to play realpolitik on a global scale, precisely because it needs alliance partners less than most of its partners do. And even when allies are of considerable value to us, we still have the most leverage in nearly every case. As soon as we start obsessing about our credibility, however, we hand that leverage back to our weaker partners and we constrain our ability to pursue meaningful diplomatic solutions to existing conflicts. Fetishizing credibility, in short, is one of the reasons American diplomacy has achieved relatively little since the end of the Cold War.

According to yesterday's New York Times, assorted "senior American officials" are upset that adversaries like al Qaeda, the Taliban, or the Somali pirates are not simply rolling over and dying. Instead, these foes are proving to be "resilient," "adaptable," and "flexible." These same U.S. officials are also worried that the United States isn't demonstrating the same grit, as supposedly revealed by high military suicide rates, increased reports of PTSD, etc. According to Times reporters Thom Shanker and Eric Schmitt, these developments

"raise concerns that the United States is losing ground in the New Darwinism of security threats, in which an agile enemy evolves in new ways to blunt America's vast technological prowess with clever homemade bombs and anti-American propaganda that helps supply a steady stream of fighters."

Or as Shanker and Schmitt put it (cue the scary music): "Have we become America the brittle?"

This sort of pop sociology is not very illuminating, especially when there's no evidence presented to support the various officials' gloomy pronouncements. In fact, the glass looks more than half-full. Let's start by remembering that the Somali pirates and al Qaeda have been doing pretty badly of late. Piracy in the Gulf of Aden is down sharply, Osama bin Laden is dead, and his movement's popularity is lower than ever. Whatever silly dreams he might have had about restoring the caliphate have proven to be just hollow fantasies. And as John Mueller and Mark Stewart showed in an article I linked to a few weeks ago, the actual record of post-9/11 plots against the United States suggests that these supposedly "agile" and "resilient" conspirators are mostly bumbling incompetents. In fact, Lehman Bros. might be the only major world organization that had a worse decade than al Qaeda did.

Second, and more importantly, the degree of battle fatigue that the United States might be experiencing has less to do with the "war on terror" per se and more to do with our decision to take our eye off the ball and do a lot of other things instead. The single most costly thing the United States has done since 9/11 -- in terms of both lives and money and strain on our forces -- was invading Iraq, but Saddam Hussein had nothing to do with 9/11. (Repeat after me: Nothing.) Similarly, the United States invaded Afghanistan to catch bin Laden and oust the Taliban, but that mission eventually morphed into a much more ambitious and ill-defined campaign of nation-building that has not -- ahem -- gone very well. If U.S. military forces are stretched thin, tired, or showing signs of strain, it is because U.S. leaders made bad strategic choices. Even so, I'd argue that U.S. forces have held up remarkably well over a long and inherently difficult campaign.

As for the rest of the country, I'm not even sure how one would measure national "resiliency," but I don't see many signs that the country as a whole is curling into the fetal position. Americans are tired of fighting losing wars, especially when they don't believe there are vital interests at stake. But that's not a sign that we've lost our collective determination; it's actually a sign that the American people are pretty good at cost-benefit analysis and know a bad bet when they see one.

In fact, I think there's something quite different going on. The United States is very secure by almost any standard, and most countries in the world would be delighted to be as safe as we are. For this reason, most Americans don't worry very much about foreign policy, and the only way you can motivate them to support the sort of activist foreign policy that we've become accustomed to since 1945 is to constantly exaggerate external threats. Americans have to be convinced that their personal safety and well-being are going to be directly affected by what happens in Afghanistan, Yemen, Syria, or some other far-flung region, or they won't be willing to pay the costs of mucking about in these various places. Threat-mongering also depends on constantly overstating our adversaries' capabilities and denigrating our own. So senior officials tell sympathetic journalists that our foes are "resilient" and clever and resourceful, etc., while bemoaning our alleged lack of fortitude. The good news is that it's not true; if anything, Americans have been too willing to "pay any price and bear any burden" for quite some time.

One more thing: To the extent some of our adversaries do seem more willing to fight us than we are to fight them, that has a lot to do with where these wars are being waged. If somebody ever invaded the United States, I'm confident Americans would fight like tigers to throw them out. I'll bet it would be child's play to organize tough, well-armed, and resilient insurgencies against any foreign occupier of American soil. Nationalism and other forms of local identity are very powerful forces in the modern world, which is why groups like the Taliban or the Haqqani network or al Qaeda's various local copycats are able to attract local recruits and are hard for foreign occupiers to eradicate. You don't have to agree with anything these groups do or stand for to recognize that we're on their home turf, and it is hardly surprising that they care more about what happens there than we do.

Lastly, Shanker and Schmitt conclude their piece by saying that "the best weapon against terror is refusing to be terrorized. That starts with giving Americans timely, accurate information about potential threats." I agree, but assuming I'm reading them correctly, I'd draw a somewhat different conclusion. The best way to keep Americans from being "terrorized" is to remind them that the risk is extremely low -- though not zero -- and to explain further that most anti-American terrorism in the world today is largely a reaction to things the United States has been doing overseas. The Pew Global Attitudes Survey noted in 2002 that "antipathy toward the United States is shaped more by what it does in the international arena than by what it stands for politically and economically." Similarly, a 1997 study by Defense Science Board found "a strong correlation between U.S. involvement in international situations and increased terrorist attacks on the United States."

Nothing has changed much since then. The connection between U.S. foreign policy and anti-American terrorism does not necessarily mean that U.S. foreign policy is wrong or misguided; perhaps terrorism is just part of the price we must pay to keep doing all these things. That's a separate issue, about which reasonable people can disagree (and do). But let's at least be realistic enough to acknowledge the connection.

Over at FP's new National Security Channel, reporter Gordon Lubold has a lengthy interview with U.S. Afghan commander John Allen. Allen offers a pretty upbeat assessment: He says the Afghan National Security Force "is really taking over much more of the fighting than it has done in the past," adding that our Security Force Assistance Teams are "really accelerating that." He doesn't actually come out and say we're going to win (or even try to define what "victory" would look like), but his bottom line is simple: "the campaign is on track."

But to where? I thought Obama made a bad mistake when he decided to escalate in Afghanistan, but this is another one of those issues where I'd love to be proven wrong. Unfortunately, I've heard nothing but upbeat assessments from U.S. commanders ever since Obama took office, which makes me more than a little skeptical about Allen's testimony now. Back in January 2010, for example, former U.S. commander Stanley McChrystal told ABC's Diane Sawyer that he "believed we had turned the tide." His successor, General David Petraeus, issued a similarly optimistic assessment a year later, though it was at odds with U.S. intelligence assessments and followed by a major increase in the overall level of violence.

Well, it's déjà vu all over again: Today, despite a dramatic increase in "green on blue" attacks (i.e., attacks by Afghan security forces on U.S. or ISAF personnel) and the announced departure of other U.S. allies, the latest American commander continues to portray our efforts in a positive light, especially with respect to the progress made by Afghan security forces. But you might have missed the fact that the DoD quietly lowered the bar for the latter, by eliminating the category of "independent" (meaning that a unit that can operate on its own) from the ratings system used to assess Afghan forces. Now the top ranking is "independent with advisors," which allows us to describe more Afghan units as "top rated." And even with these lower standards, less than ten percent of Afghan units are rated as capable of being able to operate semi-independently.

In one sense, Allen's optimism is neither surprising nor objectionable. You're not going to hear the U.S. commander tell a reporter that things aren't going well, because that is hardly the best way to inspire your troops to greater effort. Plus, the "surge" in Afghanistan was not designed to fix all of that unfortunate country's problems; it was intended either to 1) provide a fig leaf for a U.S. withdrawal, 2) inflict enough pain on the Taliban so that they'd cut a deal, or 3) buy a bit of time to build up Afghan security forces, at which point we'd get the hell out. Notice that these various goals aren't mutually exclusive, but none of them constitutes "victory."

And that's been the problem in Afghanistan all along. The original rationale for being there disappeared once Al Qaeda fled the country and metastasized to other areas. It never made much sense to spend $100 billion plus per year on a country whose entire GDP was less than 20 percent of that figure, especially once it became clear that the Karzai government was irredeemably corrupt and mostly incompetent and equally clear that we had no idea how to "nation-build" there ourselves. Plus, our main adversaries could always avoid us by slipping over the border into Pakistan or melting back into the local population. They knew we'd eventually go home, at which point Afghanistan's future will be determined by the Afghans themselves. As it should be.

In short, General Allen's testimony is precisely what you'd expect him to say, and thus doesn't really doesn't tell you much of anything at all. But his optimism stands in sharp contrast to the assessment you'll find in a book like Rajiv Chandraksekaran's Little America, which I've just been reading. I hope Allen is right, that the ANSF really is making headlong progress, and that it will be up to the task of providing security once we are gone. But I wouldn't bet on it.The only consolation -- if you're not Afghan, that is -- is that it won't matter much to us one way or the other.

Today we learn that Iran is resupplying the Assad regime in Syria via Iraqi airspace. Hardly surprising, for two reasons. First, Syria is a key Iranian ally, so naturally Iran is doing what it can to keep Assad in power. Second, the al-Maliki government is not nearly as anti-Iranian as Saddam Hussein was, and in some ways is sympathetic to Tehran's position.

All of which reminds us what dunderheads the neocons were when they dreamed up the idea of invading Iraq and toppling Saddam Hussein. Of course, all those liberal hawks who eventually went along with the idea were nearly as foolish.

No, this is not nostalgia for Saddam Hussein. He was a thug and tyrant with as much blood on his hands as Assad, and I don't mourn either his ouster or his passing. But the negative consequences have been enormous, in lives and money and in geopolitical position, as this latest revelation makes clear.

Effective strategy requires thinking more than one move ahead, and not basing momentous decisions on worst-case assumptions about the risks of inaction and best-case forecasts about the benefits that war will bring. It was obvious at the time that destroying Iraq would tilt the balance of power in the Gulf in Iran's favor, and there was no good reason to expect it to produce the pro-American tilt that the neocons promised. So America ended up replacing an anti-Iranian government in Baghdad with one that is at least partially attuned to Tehran's wishes, with the bill for the operation being footed by the U.S. taxpayer.

This issue might not matter that much had we really learned from the experience, and if the people who got us into that foolish war had been put out to pasture. But as I've noted before, failure doesn't have any real consequences in America's foreign policy community, which is why the architects of the Iraq war still have safe sinecures at D.C. think-tanks, still have prominent platforms on FOX News and other major media outlets, and still have trusted positions advising the Romney campaign. Of course, the Democrats who backed the war haven't suffered any career penalties either, which may help you understand why things haven't improved as much as some of us hoped they would back in 2008.

Just how committed should the United States be in the Far East? Everybody knows that the Obama administration has announced a "pivot" to Asia this year, and Secretary of State Hillary Clinton just reiterated the U.S. position that territorial disputes in the South China Sea should be resolved "without coercion, without intimidation, without threats and certainly without the use of force."

At one level there's nothing all that new here. The United States has long sought to prevent any single power from dominating either Europe or Asia, because such a power would then be in a better position to threaten U.S. interests elsewhere. That motive explained U.S opposition to Japanese expansion in the 1930s and the formation of a Washington-centered, anti-Soviet alliance network in Asia during the Cold War. Today, it means keeping a wary eye on a rising China and strengthening security ties with a number of different Asian partners.

But this effort today faces the classic "Goldilocks problem." The U.S. commitment in Asia needs to be "just right"; not too hot and not too cold. If it is "too hot" (meaning that the U.S. is too assertive and too confrontational), then hardliners in Beijing will be empowered and security competition between Washington and Beijing will intensify even more. If U.S. leaders seem to be picking unnecessary quarrels that might jeopardize profitable economic relations -- as the Romney campaign suggests it might -- then Washington is likely to be seen not as the solution but as the problem.

But equally important, an overly energetic U.S. policy will encourage its regional allies to misbehave in a number of ways. First, if the U.S. does too much to reassure its allies that it is ready to help them, they will free-ride and let Uncle Sam bear most of the burden of containing China. Second, if America's regional allies are too confident that Washington will protect them no matter what, they will continue to indulge assorted bilateral squabbles and devote insufficient attention to ironing out lingering historical enmities. (Case in point: the continued territorial dispute between South Korea and Japan, and the domestic uproar in South Korea that derailed a useful intelligence cooperation agreement with Tokyo).

But if U.S. policy is "too cold" -- that is, if the United States seems distracted by other problems, or insufficiently attuned to regional concerns, then some of its Asian partners may start to consider other options. Assuming that China continues to grow economically (and continues to build a more capable military), they may eventually conclude that trying to stand up to it won't be possible.

This dilemma may also explain why countries like Vietnam and the Philippines have been so assertive in challenging China's territorial ambitions in the South China Sea. They may be thinking that they have to get Uncle Sam fully committed now, while the United States is still richer and stronger than China, in the hope that the U.S. will take action to slow China's rise and use its influence to get these territorial issues resolved on terms that other littoral countries can live with. If they believe the balance of power will shift against them (and the U.S.) in the future, then they have an incentive to raise the temperature now.

The big lesson to take from this discussion is that managing security relations in the Far East is going to be very tricky for many years to come. We have all the ingredients for trouble: shifting balances of power, territorial disputes, lingering historical resentments, and a large number of interested parties (each with their own interests and concerns). Like I said, getting U.S. policy "just right" is not going to be easy.

The Republican Party is big on leadership these days, and especially fond of demanding that the United States "lead from the front."This was a central theme in of John McCain's recent sally right here at Foreign Policy, as well as Condoleezza Rice's speech at the GOP convention in Tampa. Among other things, it reminds us that the Republican Party's foreign policy gurus aren't very good strategists. (The Bush administration's disastrous handling of foreign policy showed this all too clearly, but it's nice to have a reminder).

In fact, the idea that the United States should always try to "lead" is completely bone-headed."Exerting leadership" is not the central objective of foreign policy; it is a means to an end but not an end in itself. The central purpose of foreign policy is to maximize the nation's security and well-being. If exerting "leadership" contributes to these ends, fine, but there will be many occasions when the smart strategy is to hold back and pass the buck to someone else. Blindly declaring that the United States must always go to enormous lengths to lead, and must constantly strive to reassure allies who need us far more than we need them, is mere jingoistic hubris. It's an applause line, but not a strategy.

The United States would be well-served by a more selective approach to "global leadership." It is not a foreign policy achievement when the United States gets stuck dealing with an intractable quagmire like Afghanistan -- at a cost of a half a trillion dollars and 2,000 lives -- or when it finds itself waging drone wars in half a dozen countries. A real achievement would have been to find a way to shift the burden of this problem onto others, and especially onto the backs of potential U.S. adversaries. We congratulate ourselves on finally tracking down Osama bin Laden, but the real winners over the past decade have been countries like China, which have concentrated on building up power at home while the United States bled itself white in a series of pointless foreign adventures.

Furthermore, America's reflexive urge to be in charge has other negative consequences. It has allowed our most important allies to free-ride for decades, to the point that they are increasingly liabilities rather than assets. NATO's European members spend a mere 1.7 percent on average on defense these days (and that number is going down), and none of these countries can mount a serious military operation anywhere without a lot of American help. Why? Because Uncle Sucker has spent the last 50 years doing it for them. Much the same story is true in Asia, where countries like Japan want lots of American protection but don't want to spend any money defending themselves. Washington ends up with not with allies but with dependents, and we see it as a victory whenever some new country requires our protection.

This demand that the United States constantly "lead from the front" also makes it easier for other states to drag us into their quarrels. Georgia tried to sucker us into its dispute with Russia a few years ago (and if McCain had been in charge, it would have succeeded), and Israel is still trying to get America to bomb Iran on its behalf. Countries like Vietnam and the Philippines are trying to push the United States to confront China over issues like the South China Sea, and everybody seems to think the United States should "do something" about Syria. Perhaps we should, but first you need to explain why doing any of these things will make Americans safer or more prosperous here at home, and then you need to convince me that the countries who have a lot more at stake aren't up to the task. And if some other country wants me to spend American money and risk American lives, they'd better have a lot of skin in the game, too. Finally, if weaker countries want to demand my protection, they'd better be willing to follow my advice on other issues. Otherwise, they're on their own.

Don't get me wrong: in some cases the United States should be actively involved and it should exercise a leadership role. It is still the world's most powerful country, and a return to isolationism would have destabilizing consequences in some areas. But our overall approach to grand strategy should begin by recognizing that the United States is remarkably secure, with no great powers nearby, and most of our current adversaries are much, much weaker. This favorable geopolitical position is an enormous asset; it means that other states tend to worry more about each other than they do about us, and it means many countries will remain eager for U.S. support. Which in turn allows Washington to "play hard to get," and extract lots of concessions from others in exchange for our help. Those who pompously insist that America must always take the lead are throwing this diplomatic asset out the window, and guaranteeing that other states will take advantage of us instead of the other way around. And it should enable us to spend a lot less on national security, thereby easing our budget problems and allowing investments that will ensure our long-term productivity.

It is worth remembering that the United States rose to great-power status by staying out of trouble abroad and by concentrating on building a powerful economy here at home (which is what China is doing today). It also helped that the other great powers bankrupted themselves through several ruinous wars. The United States fought in two of those wars, but we got in late, suffered far fewer losses, and were in a better position to "win the peace" afterwards. The world has changed somewhat since then, and America's global role is and should be more substantial, but there is still a valuable lesson there. But don't expect Romney & Co. to absorb it.
