PROJECT: Development of Performance Metrics to Assess the Effectiveness of Grant Programs
CLIENT: Federal Emergency Management Agency (FEMA)
DESCRIPTION: The National Academy will conduct a 9-month independent assessment and provide recommendations for quantifiable performance measures to assess the effectiveness of grants administered by FEMA, and a plan for their implementation. This work will focus on the following two grant programs: the State Homeland Security Grant Program (SHSG) and the Urban Area Security Initiative (UASI). The Academy’s work will be overseen by an expert Panel, whose members will be solicited from the Academy’s Fellowship and chosen for their expertise in performance measurement.
