DHS Cybersecurity Initiatives to Enhance Coordination with State and Local Governments and Private Sector Partners

DHS Secretary Janet Napolitano highlighted two important cybersecurity initiatives that enhance coordination and information sharing with state, local, tribal and territorial government and private sector partners — building on a series of recent cybersecurity measures that increase our nation’s ability to protect against cyber threats.  DHS officials joined White House Cybersecurity Coordinator Howard Schmidt and representatives of the Multi-State Information Sharing and Analysis Center (MS-ISAC) in East Greenbrush, N.Y., to launch the MS-ISAC Cyber Security Operations Center, a 24-hour watch and warning facility. The new operations center will allow the federal government to quickly and efficiently provide critical cyber risk, vulnerability, and mitigation data to state and local governments. Also, DHS signed an agreement with the Information Technology Information Sharing and Analysis Center (IT-ISAC) to embed a full-time analyst and liaison to DHS. Collecting Best Practices - Public-Private Partnerships in Emergency Management

The National Emergency Management Association (NEMA), the International Association of Emergency Managers (IAEM) and the National Incident Management Systems and Advanced Technologies (NIMSAT) Institute at the University of Louisiana at Lafayette are collaborating on a survey initiative called "Public-Private Partnerships in Emergency Management: A Compendium of Best Practices.” The Private Sector Office of FEMA conducted a similar survey, which will be referenced in this new initiative that seeks to provide essential information in a handbook form. The authors of the handbook are looking for input and you can participate by going to their website. FEMA Administrator Fugate Addresses National Congress of American Indians

FEMA Administrator Craig Fugate addressed the National Congress of American Indians (NCAI) at their 67th annual convention, where he discussed new ways FEMA is working to coordinate with and support its tribal partners to prepare for and respond to disasters and challenged the audience to come up with creative solutions for getting all communities ready for disasters before they strike. As Fugate made clear in his remarks, tribal governments and organizations are a critical member of the nation's emergency management team, along with federal, state and local officials, faith-based, non-profit and volunteer organizations, and the public. As part of FEMA's efforts to better support tribal organizations, FEMA is currently working to place tribal liaisons in each of its regional offices throughout the country to coordinate directly with local tribes. DHS Secretary Janet Napolitano and TSA Administrator John Pistole announced the expansion of the nationwide "If You See Something, Say Something" campaign in the National Capital Region and to the nation's hotel and lodging industry — raising public awareness and strengthening security in America's tourism and travel industry in anticipation of the busy holiday travel season. The "If You See Something, Say Something" campaign—originally implemented by New York City's Metropolitan Transportation Authority and funded, in part, by $13 million from DHS' Transit Security Grant Program — is a simple and effective program to engage the public and key front line employees to identify and report indicators of terrorism, crime and other threats to the proper transportation and law enforcement authorities.
