In a June 29 letter to the U.S. Department of Education, Penn State President Graham Spanier has urged federal officials to carefully review the Commonwealth's application for education-related stimulus funding. The application, submitted by Gov. Ed Rendell, indicates that Pennsylvania's four state-related institutions, including Penn State, are not public universities -- contrary to their missions and history of state support. (more)

According to Ed Ketz, an associate professor of accounting at Penn State, a Ponzi Scheme is simple. Victims are lured by the promise of fantastic returns on their money. Impressive-sounding terms such as "hedge futures trading," "high-yield investment programs," and "offshore investment" are bandied about, but in reality, the dividends paid to investors don't come from prudent analysis of the markets. Instead, Ponzi payouts come from the cash deposited by other investors. (more)

Pennsylvania's Greene County, an area in the state's southwest corner referred to by some as Middle Appalachia, is rural hill country with a distressed economy and medically underserved populace. In this needful area, Penn State's Mona Counts, a certified nurse practitioner, established the Mt. Morris Primary Care Center to serve the medical needs of the county's residents. When Counts found that many in the region couldn't get to the care center because of distance, she started a mobile health unit with the goal of taking healthcare to the people. With two student nurses and one nurse practitioner, the mobile unit criss-crosses the county in an attempt to span the gap between those who need quality healthcare and those who can provide it. Another outstanding year of achievement has seen Penn State finish in the Top 20 for the 14th time in the 16 years of the Learfield Sports Directors' Cup standings. The Nittany Lions earned their 16th consecutive Top 25 finish by placing No. 19 among the more than 300 Division I institutions eligible to be ranked in 2008-09. Penn State has eight Top 10 finishes and four top five placings in the 16 years of the Directors' Cup. (more)

Nearly 10,000 Americans every year experience hyperparathyroidism, a chronic condition that causes high blood-calcium levels. The disease is caused if one or more of the four tiny parathyroid glands located behind the thyroid in the neck become enlarged and produce too much parathyroid hormone (PTH). This is usually caused by a benign tumor called a parathyroid adenoma. It sometimes causes osteoporosis, kidney stones, abdominal problems, depression and fatigue, among other illnesses. (more)

A pilot prevention program targeting fifth graders and their younger siblings, "Siblings are Special," recently received $1.45 million from the National Institute on Drug Abuse as part of the National Institutes of Health's American Recovery and Reinvestment Act funding. Caregivers may benefit from adult day care

Caring for an elderly family member can be stressful and can pose health threats to caregiver givers. Steven Zarit, professor and head, Department of Human Development and Family Studies, Penn State, received a $3 million grant from the National Institute on Aging to study the effects of caregiving on familial caregivers. He will look at people who care for family members with dementia and how adult day care impacts the stress levels of all individuals involved.

The Center for Network-Centric Cognition and Information Fusion (NC2IF) in Penn State's College of Information Sciences and Technology received a Multidisciplinary University Research Initiative Award (MURI) for "Unified research on network-based hard/soft information fusion" from the Army Research Office. This is an extension of the work being conducted by the center on hard/soft data fusion by David Hall, professor of information sciences and technology and the center's director.

Cambridge University Press recently published "China's Emerging Technological Edge: Assessing the Role of High End Talent," co-authored by Denis Fred Simon, professor of international affairs at Penn State's School of International Affairs, and Cong Cao, a senior research associate at SUNY's Levin Institute. The book is the first comprehensive study of China's scientific and engineering talent pool in more than four decades.
