OEMM

The Offshore Energy and Minerals Management (OEMM) program serves a complex web of stakeholders, processes thousands of industry requests annually, collects and analyzes environmental and safety data for the entire Outer Continental Shelf (OCS), and receives and monitors complex exploration, development, and production reporting.

To accomplish its mission, the OCS Connect program is a phased, multi-year
e-Government transformation of OEMM that will dramatically reform and streamline business operations over the next few years.. By moving to online services, the organization will be more connected to customers: industry, citizens, and other government agencies.

To meet future mission requirements and encourage participation in the domestic offshore program, the OEMM must keep pace with the increasing complexity of operations, greater workloads, and demands for data exchange and more sophisticated technical analysis.

Industry can enter a single portal to receive information and conduct efficient online exploration, development, and production transactions, resulting in time and cost savings.

Citizens can enter a single portal that delivers customized and user-friendly information and encourages increased online participation in the oil and gas regulatory and planning processes.

Regulatory agencies can share common data exchange standards and future applications. For example, multiple agencies may access an online permitting system to obtain information, conduct reviews and approve an industry request.

Also, the OEMM employees will spend less time processing paper applications and data, and more time responding to the customer’s expanding requests and analysis needs.

As a result of the OCS Connect program, the processing and analysis of digital information increases the quality of compliance monitoring, and cycle time will be dramatically reduced.
