AUSTIN — Starting March 1, application procedures will change for driver license applicants in Texas.

Those between the ages of 18 and 24 will have to complete a driver education course approved by the Texas Education Agency along with a driving skills test.

By submitting proof of completion of the approved course, applicants will not have to take a written test.

The new procedures were adopted by the 2009 Texas Legislature.

Applicants ages 15 to 17 will not be affected by the changes.

It is just plain stupid that someone getting their drivers license for the first time does not have to take a driving test! First timers be they 15, 16 or 21 should have to take a written and driving test. It is insane NOT to require this.
