Rulemaking to Address Competitive Metering

Summary

The Commission adopted §25.311 in May 2003. Ongoing projects to monitor the implementation of this rulemaking have been established in 27244, and 27247, and 28109

The Public Utility Commission (Commission) had initiated Project Number 26359, Rulemaking to Address Competitive Metering. PURA §29.107(a) requires that on the introduction of customer choice on January 1, 2002, metering services for the area shall continue to be provided by the transmission and distribution utility affiliate of the electric utility that was serving the area before the introduction of customer choice. Metering services provided to commercial and industrial customers, however, shall be provided on a competitive basis beginning on January 1, 2004. This rulemaking is to provide the guidelines for the implementation of competitive metering for commercial and industrial customers by January 1, 2004. This website is to inform interested parties as to the status and activities under this project.

Announcements
New P.U.C. Substantive Rule 25.311, relating to Competitive Metering Services, was approved for publication and public comment at the January 16, 2003 Open Meeting. The rules will be published on January 31, in the Texas Register allowing 30 days for public comment, due by March 3, 2003; and 45 days for reply comments due on March 17, 2003. An electronic version may be accessed under "Documents Available". A public hearing has been scheduled for March 20, 2003 at 9:30 in the Commissioners Hearing Room. For further details regarding comment submission procedures and the public hearing, please refer to the introduction of the rule document.
