Right of Way Defined |
For the purpose of this document, Right of Way (ROW) is defined as the area controlled by the City. It is usually defined as the roadway plus 10 feet behind the curb. This definition of the City Right of Way may vary depending on the physical conditions at any given location. |

Types of Permits |
- Excavation Permits are needed for any excavation in City Right-of-Way. Excavations greater in length than 300 feet will require an approval through the General Permit Program (974-6330) prior to issuance of excavation permits.
- Temporary Use of Right of Way (TURP) Permits are needed when temporarily using City Right-of-Way for purposes other than excavation.
- Special Events Permits are needed for any type of non-construction event held in City Right-of-Way. The Street Event permit is in PDF format. The FREE Adobe Acrobat reader is available at the link below.
- Parade Permits are needed for any type of parade or march using City Right-of-Way. The Parade permit is in PDF format. The FREE Adobe Acrobat reader is available at the link below.
- Filming Permits are needed for any filming or diverting of traffic for filming purposes in City Right-of-Way. The Filming permit is in PDF format. The FREE Adobe Acrobat reader is available at the link below.
- Parking Permits are needed for using legal on-street parking for loading in/out of events held outside of roadway. The Parking permit is in PDF format. The FREE Adobe Acrobat reader is available at the link below. THIS PERMIT IS NOT FOR CONSTRUCTION RELATED ACTIVITIES
- Emergency Operations means operations or repairs of facilities to prevent imminent harm to the health, safety, or welfare of persons or property.
