Job Description:
Review surface-water hydrology information contained in surface-mining permit applications and provide an opinion as to whether the information is in compliance with the Texas Coal Mining Regulations. Will also review baseline surface-water hydrology information, mine plans and design plans for roads and surface-water control structures such as sedimentation ponds, diversions and culverts. These duties involve the application of various detailed modeling techniques to assess the viability of engineering design plans of mining-related structures and to assess impacts of surface-mining activities on the hydrologic balance. Other duties include providing technical assistance to field inspectors on engineering-related issues and participating as the Commission’s technical expert at hearings on engineering issues. Additional special projects may be assigned as necessary.

Must have demonstrated verbal and written communication skills and be able to prepare a written summary of engineering evaluations performed.  Applicants will be asked to review a sample design plan and prepare a brief summary of the plan at the time of interview.  Training will be provided in the use of computer models/applications used in performing assigned duties.  All work will be under the general direction of a licensed professional engineer in the Applications and Permits Section.  Occasional overnight travel required (approx. 5%) for federally sponsored technical training and mine site visits.

Minimum Qualifications:
BS in Mining or Civil Engineering or related engineering degree from an accredited four-year college or university and 12 months experience in an engineering type assignment. Engineering and/or hydrology experience preferred. Experience in the use of PC’s for word processing and spreadsheets required. Experience using CAD and relational-database software preferred. Good driving record required.
