Consolidated Plan Process

In "Lubbock’s Citizen Participation Plan," the city encourages full citizen participation at every stage of the process. The Consolidated Plan is formulated through the following stages.

PLANNING:
Neighborhood meetings will be held throughout the City to provide appropriate, timely information to citizens, public agencies, service providers, non-profits, neighborhood associations, and other interested persons. The meetings are designed to create public awareness and solicit input for identifying community needs.

DEVELOPING:
Public hearings will be held to voice citizens’ comments and/or proposals during the plan’s development.

AMENDING:
Should any significant changes be made to the adopted plan or any other Community Development activity, citizens will be notified through public hearing notices and given an opportunity to comment on the proposed changes. Notice of the changes will be published in a local newspaper.

IMPLEMENTING:
We will coordinate with all interested participates during the implementation of the approved plan.

ASSESSING:
Public input will be solicited at all meetings and at public hearings. Citizens may submit comments on the progress and performance of the CDBG, HOME, ESG, and other HUD funded programs. Community Development will respond to written complaints within fifteen (15) working days.

The completed Citizen Participation Plan is available through the CD Department of the City of Lubbock, located at 1625-13th Street, Room 107.
