New Braunfels is divided between Comal and Guadalupe Counties.  The City is the county seat for Comal County. 

Comal County Elections office is located in downtown New Braunfels.

Guadalupe County Elections office is located in Seguin.

The Comal County Engineer's Office has jurisdiction over all floodplain, driveway, and septic permits within the unincorporated areas of Comal County but outside of the city limits of New Braunfels.  

Guadalupe County maintains the Environmental Health office to review and permit development in the floodplain as well as septic permits within the unincorporated areas of Guadalupe County but outside of the city limits of New Braunfels.
 
The Guadalupe County Road and Bridge office is responsible for driveway permitting within the unincorporated areas of Guadalupe County but outside of the city limits of New Braunfels.

All county level issues such as appraisal questions, agricultural exemptions, and tax payment must be completed through the appropriate county.
