Utility Billing

Rates

The City of Tomball’s water, sewer and natural gas system is set up as a self-supporting utility. In other words, all of the money received from water and sewer bills is used to pay the operating costs for the system. Water and sewer payments are not used for any other service the city provides.

Your water and sewer bills are based on the amount of water you use. Every customer has a water meter that separates the city's water system from his/her private plumbing system. Once the water passes through the meter, the customer has purchased it and it no longer belongs to the city. The meter reading crew visits every meter each month to record the reading on the meter. This determines the amount of water that has been used and the amount that needs to be billed.

The base monthly charge for water residential service is $10.90. If you use 1,000 gallons or less in a month, this is the total amount that will be charged for water. The charge for additional use is $2.85 per thousand gallons for use above 1,000 gallons.

Sewer charges are also based on the amount of water you use. The base monthly charge for sewer service is $8.51. If you use 1,000 gallons of water or less in a month, this is the total amount you will be charged for sewer service. Each additional one thousand gallons is charged at $2.98. Sewer charges for residential customers during summer months are calculated using winter averaging.

The base monthly charge for commercial service is dependent on the volume of water used. For usage of 5,000 gallons or less, the base charge is $18.45. If you use 1,000 gallons or less in a month, this is the total amount that will be charged for water. The charge for additional use is $3.45 per thousand gallons for use above 1,000 gallons. For customers using more than 5,000 but less than 51,000, the base charge is $29.70 and the charge for additional use is $4.32 per thousand gallons for use above 5,000 gallons. For customers using more than 51,000 gallons, the base charge is $51.99 and the charge for additional use is $5.40 per thousand gallons for use above 51,000 gallons.

The charge for commercial sewer service is also dependent on the volume of water used. For usage of 5,000 gallons or less, the base charge is $13.69. If you use 1,000 gallons or less in a month, this is the total amount that will be charged for water. The charge for additional use is $3.78 per thousand gallons for use above 1,000 gallons. For customers using more than 5,000 but less than 51,000, the base charge is $20.76 and the charge for additional use is $4.72 per thousand gallons for use above 5,000 gallons. For customers using more than 51,000 gallons, the base charge is $43.06 and the charge for additional use is $5.90 per thousand gallons for use above 51,000 gallons.

The North Harris County Regional Water Authority fee will be passed through at $0.99. per 1,000 gallons. On January 1, 2009 the NHCRWA fee will increase to $1.50 per $1,000 gallons. The following is a list of other fees that the city charges in connection with water accounts:

  • Deposit - Residential: Will vary with projected consumption
  • Deposit - Commercial: $125 (This amount will vary depending on projected consumption.)
  • Late payment: 10% of the current charges
  • Reconnect fee: $50 or $100 if after hours
  • Meter pulled for non-payment: Reconnect fee plus outstanding account balance
  • Fire hydrant meter: $ 500 deposit
  • Temporary service: $125
  • Meter tampering fee: $200

Natural Gas

The City of Tomball also provides natural gas utility service. Residential and commercial rates for natural gas are. $15.50 for the first MCF used and $15.50 per MCF used after that.

Garbage Service

The City of Tomball currently has a contract with Waste Management to provide garbage pick up and recycling services in the City. Waste Management has an exclusive operator agreement for Tomball and another service provider can not be used by residential or commercial customers. Residential service is $14.95 per month. Commercial rates vary depending on the type of service requested.

If you would like to recycle, bins are picked up on the first pick up day of the week. Items for recycling are newspaper, plastic containers (type 1 or 2 only), and aluminum.
