The
2005 Thoroughfare Plan update has been completed in conjunction with the overall update of the City's Comprehensive Plan and was approved by Council on October 24, 2005. This Plan addresses future road expansions and alignments with the anticipation of of new growth. An important part of this update is a more specific identification of a route for an outer loop using existing roads and avoiding existing subdivisions.
These new routes must be identified in order for the land to be dedicated upon development and be available for road construction when state or local funds provide. An amendment was approved in January 2006 for the Plan to include an inset for areas near FM 306 which were not included on the original Plan. An amendment was approved in September 2006 to change Academy St from a 70 ft. minor arterial to a 60 ft. collector, which accommodates the existing right-of-way.
Comal County has also adopted a Thoroughfare Plan. Find this

County Engineer's website. The City of New Braunfels is required to enforce this Plan as a minimum standard during plat review of properties in the ETJ as part of the Interlocal Agreement.
