The Human Resource Department offers strategic and tactical human resource solutions to the Mayor, Council, Manager and departments of the City of Midlothian.
The department is responsible for the administration of the City's property and liability insurance programs and all employee-related functions, to include:

- Health and welfare insurance programs
- Job classification and evaluation
- Performance appraisals
