Appointments are made to the City of Killeen boards and commissions in September of each year and the term of office begins on October 1. Appointments are also made to the boards and commissions as vacancies occur throughout the year. The Animal Advisory Committee advises and makes recommendations to the city council pertaining to animals and the ordinance. It is composed of at least one licensed veterinarian, one city official, one person whose duties include the daily operaton of an animal shelter, one representative from an animal welfare organization or humane society, two city council members and three citizens.
The Arts Commission solicits applications for projects from arts groups, reviews the requests for funding, and adopts guidelines for funding requests with the primary objective of promoting tourism in Killeen. Boards of Adjustments and Appeals
Construction - The Construction Board of Adjustments and Appeals may hold a hearing and vary the application of any provision of the Construction Codes. The board consists of seven members and two alternates representing the building and design professions and the general public.
Fire Prevention - The Fire Board of Adjustment consists of five members who are qualified by training and experience to vary the application of any of the provisions of the Fire Prevention Code.
Zoning - The Zoning Board of Adjustment consists of five citizens of Killeen and three alternates and has the power to hear and decide appeals in the enforcement of the land use ordinance.
The Police and Fire Civil Service Commission consists of three members and considers matters concerning the rules and regulations of the Police and Fire Civil Service.
Community Development Advisory Committee
The Community Development Advisory Committee makes recommendations concerning the expenditure of community development block grants to assist low and moderate income citizens and eliminate slum and blight within Killeen. This committee consists of ten members.
The Heritage Preservation Board is responsible for providing input to staff, the Heritage Preservation Officer, the Planning & Zoning Commission, and the City Council on matters concerning the overall development of the city's historic preservation program.
The Killeen Housing Authority commissioners conduct the business of the authority, are appointed by the Mayor of Killeen, and consist of five members.
Killeen Volunteers, Inc. is a twenty-member board representing Fort Hood, Central Texas College, Killeen Independent School District, the KVI program committees, and the citizens of Killeen. The board manages the affairs of the non-profit corporation, organized exclusively for charitable and educational purposes. KVI sponsors four program committees:
The Personnel Hearing Board (for non-civil service employees) consists of three members who hear appeals from civilian employees of the City of Killeen who have been given notice of termination or reduction. Members may not be related to any City employee.
Planning and Zoning Commission
The Planning and Zoning Commission consists of nine (9) members appointed by the City Council for a term of two (2) years, as established by the Charter of the City of Killeen. The Planning and Zoning Commission reviews and approves plats submitted under the provisions of the Killeen Code of Ordinances, Chapter 26. In their role as a zoning commission, they review amendments to zoning regulations and boundaries submitted under the provisions of the Killeen Code of Ordinances, Chapter 31, and submit recommendations for approval or disapproval to the City Council.
Senior Citizens Advisory Board
The Senior Citizens Advisory Board consists of nine members who are residents of Killeen and are not active in the City's senior citizens organization. The board's objective is to advise on the activities of the Bob Gilmore Center, Help Center, and the nutrition program for the elderly.
