Payables and Binding Encumbrances Must Be Reported by Oct. 30

State agencies and institutions of higher education must report payables and binding encumbrances for all previous years' appropriations no later than Oct. 30, 2009, to the Comptroller, State Auditor and Legislative Budget Board. For more information, see Encumbrance Report and Lapsing of Appropriations (APS 018).

Deadlines Approaching for Third Quarter Veteran Workforce Summary Reports

Oct. 15 is the maintenance/corrections deadline for the Third Quarter Veteran Workforce Summary Reports (July 1 – Sept. 30). Copies of the quarterly reports will be sent via electronic file transfer (EFT) on Oct. 16. The electronic acknowledgement form and complaints report must be submitted by Oct. 23. For more information, please see Veteran Workforce Summary and Veteran Complaint Reports.

Comptroller Recommends Changing Payroll Dates On or Before Columbus Day Holiday

Although all state agencies will be open on Columbus Day (Monday, Oct. 12), it is a federal holiday and all banks will be closed. The Comptroller's office is changing all Automated Clearing House (ACH) files with a tax deposit date of Oct. 12 to Oct. 13. This means taxes for payrolls dated Oct. 9 through 12 will not be transmitted until Oct. 13. To avoid an IRS penalty for late payments, the Comptroller's office strongly recommends that state agencies not process payrolls with payment dates of Oct. 9 or Oct. 12. For more information, contact Patricia Lyle at patricia.lyle@cpa.state.tx.us or (512) 463-4752 or Pamela Martinez at pamela.martinez@cpa.state.tx.us or (512) 463-4871.

Final Copies of the Fiscal 2009 Annual Report of Statewide Hiring Practices Available Oct. 7

Final copies of the fiscal 2009 Annual Report of Statewide Hiring Practices will be sent to each state agency and institution of higher education via electronic file transfer on Oct. 7. Further information, including contact information, can be found at Annual Report (Statewide Hiring Practices for the Fiscal Year).

Reminder: ARRA Section 1512 Reports Due Oct. 10

State agencies and institutions of higher education receiving American Recovery and Reinvestment Act (ARRA) funds must report to FederalReporting.gov by Oct. 10 and send a copy of the report in Excel to the Comptroller's office. See Requirements for ARRA Section 1512 Reporting for more information.

Three New ARRA Tracking Reports Available to the Public

Three new stimulus tracking reports have been added to the Comptroller's American Recovery and Reinvestment Act (ARRA): A Texas Eye on the Dollars Web site to provide additional transparency for ARRA activities in Texas. The reports due from state agencies and institutions of higher education each Friday per ARRA Information Required to be Reported on a Weekly Basis (FPP B.008) generate the data for the summary of funds received and summaries by state agency and federal agency reports.
