rating system. It was created by Ray Lyons and Keith Curry Lance
and rates 7,115 public libraries based on fiscal year 2006 data.

Library Laws of Texas
This edition of Library Laws of Texas offers an online
compilation of Texas statutes relating to libraries and librarians
current through the 80th Legislature, Regular Session, 2007.
County Librarian Certification
On May 25, 2007, Governor Rick Perry signed into law S.B. 913, the
sunset legislation that reestablishes the Texas State Library and
Archives Commission for twelve years, through 2019. One of the key
provisions of S.B. 913 eliminates the agency's certification of
county librarians. The State Library no longer has the authority
to certify county librarians and we are no longer issuing certificates

Outcome-Based Evaluation
Outcome-Based Evaluation (OBE) is a systematic method of assessing
the extent to which a program has achieved its intended result.
It answers two important questions: “How has my program made
a difference for my target audience” and “How are program
participants better off as a result of experiencing my program.”
Included on this page is a link to handouts on OBE from the Viburnum
Literacy Conference, as well as links to other OBE resources for
libraries.

Joint TSLAC/TEA Study of the Needs
of Public School Libraries
Government Code Sec. 441.021. PUBLIC SCHOOL LIBRARY STUDY.
The commission and the Texas Education Agency shall conduct a joint
study to identify the needs of public school libraries in this state
and determine which needs each agency is best suited to address.

The Texas State Library and Archives Commission is directed to develop
voluntary School Library Standards in Education Code 33.021. Added
by Acts 1995, 74th Leg., ch. 260, § 1, eff. May 30, 1995.
Texas School Libraries: Standards,
Resources, Services, and Students' Performances
The report of the Texas Study, “Texas School Libraries: Standards
Resources, Services and Students' Performance”, is now available.
The study had three objectives. (1) Examine school library resources,
services, and use, on the basis of the School Library Programs:
Standards and Guidelines for Texas and determine the need for updating
these standards and guidelines so that they better serve communities
across the State. (2) Determine the impact that school libraries
have on student performance as measured by the percent of students
who met minimum expectations on the reading portion of the statewide
standardized test, the Texas Assessment of Academic Skills (TAAS).
(3) Highlight library practices in the best performing schools.
Texas School Library Database Program
The Texas State Library and Archives Commission has partnered with
Education Service Center, Region 20 to implement the K-12 school
databases program. TSLAC and TEA have formed a partnership to purchase
electronic resources for K-12 public school libraries in Texas.
With the recommendation and approval of an advisory
group of school library professionals the partnership has built
an online database package consisting of EBSCO general content resources
and the Encyclopedia Britannica Online School Edition. The EBSCO
databases contain full-text reference materials covering topics
pertaining to K-12 curriculum for all Texas public schools. Three
Spanish language databases are also available. The Encyclopaedia
Britannica Online School Edition serves K-12 students with four
complete encyclopedias in English and two in Spanish, as well as
atlases, dictionaries, timelines and more than 600 multimedia-rich
student activities.
