TAKE NOTICE THAT THE COMMISSIONERS COURT OF NEWTON COUNTY WILL MEET IN REGULAR SESSION AT THE IRIS & ANNIE HOWARD CIVIC CENTER IN THE CITY OF NEWTON ON THE 22nd DAY OF SEPTEMBER, 2009 AT 10:00 A.M.

Invocation
 
DELIBERATE AND CONSIDER ACTION ON THE FOLLOWING ITEMS:
 
1.        Minutes of previous meetings.
2.        Easement request from Eagle Rock Energy Services to bore under CR 2075 & 2076 in Precinct 2.
3.        Request from Texas Forest Service to place communications antenna on the Bleakwood tower in Precinct 1.
4.        Assurance Agreement with National Resources Conservation Service for clearing drainage of hurricane debris in Precinct 4.
5.        Electronic Government Payments Services Agreement between NewtonCounty and Merchant MultiService, LLC for Tax Assessor Collector Office.
6.        Social Services Block Grant, Hurricane Rita Disaster Relief Funding Agreement between Deep East Texas Council of Governments and NewtonCounty.
7.        Texas Department of Transportation Grant for RoutineAirport Maintenance Program.
8.        Public Hearing on the Proposed Budget for the year ending December 31, 2010.
9.        Approve the adoption of the 2010 Newton County Budget and any appropriate action.
10.    Approval of the adoption of the NewtonCounty tax rate of $0.0623702 per $100 of taxable value for tax year 2009 and any appropriate action.
11.    Approve ratifying that the adoption of the 2010 Newton County Budget will raise more taxes for maintenance and operations than last year’s tax rate.
12.    Authorize County Judge to negotiate with the current consulting firm, The C3 Group, LTD, LLP(formerly Correctional Finance and Consulting Solutions), for issuance of Request for Proposals for operation and management of the Newton County Correctional Center.
13.    Authorize issuance of Request for Proposals from private jail management firms for operation and management agreement for the NewtonCountyCorrectionalCenter.
14.    Temporary recess from Commissioners’ Court meeting to convene to Notice of Public Meeting for the Newton County Public Facility Corporation.
15.    Payment of bills.
16.    Other business.
17.    Adjourn.
 
Pursuant to the authority granted under Government Code, Chap. 551 Commissioners’ Court may convene a closed session to discuss any of the above agenda items. Immediately before any closed session, the specific section or sections of Government Code, Chap. 551 that provide statutory authority will be announced.
