The purpose of Nursery Floral Licensing Program is to ensure that customers receive pest free plants through registration and inspection of nursery and floral establishments in Texas. Licensees range from the producers and distributors of a vast variety of crops (trees, shrubs, bedding plants, ornamental, turf, floral, foliage and tropical), to the flower vendors on street corners.  A Nursery Floral license is required by each business at each location where nursery and/or floral items are sold, offered for sale or lease, distributed, grown for the purpose of sale or lease, or offered as an enticement to promote the sales or lease of other items.

Compliance: All nursery floral facilities are subject to a compliance inspection. If during such an inspection an establishment is found unlicensed or incorrectly licensed, it is brought under compliance through appropriate enforcement procedures. Plant products sold from unregistered locations are subject to a stop-sale order.

Application Process: An application for certification must be submitted on a form prescribed by the Department. Failure to complete the application form in its entirety may result in denial of the registration. A license is valid for one year from effective date and shall expire on the last day of the anniversary month.  An event permit may be obtained by contacting the Department at least one day prior to the event.

TDA Inspection: All nursery floral licensed facilities are subject to routine inspections by TDA Inspectors. If during such an inspection nursery and/or floral products are found to be pest infested or sold from an unregistered location, the products are subject to a stop-sale order.
